JOB DETAILS:

A) PURPOSE OF THE JOB
To provide financial and general administration of the University including custody of the seal and administration of University assets.

B) DUTIES AND RESPONSIBILITIES
1. Secretary to the University Council and its Committees, providing guidance to the Vice Chancellor and the Management team to facilitate Council in decision making and governance.
2. Be the Accounting Officer of the University.
3. Direct the management, inventory and safe custody of all assets of the University including the Seal and records.
4. Direct the proper utilisation and accounting for the fiscal resources and other assets of the University as a designated Accounting Officer and reports to the Vice Chancellor and the University Council.
5. Direct the preparation of the University annual budget and work plans.
6. Manage and administer the human, fiscal and physical resources of the University in accordance with the existing laws, policies, regulations, guidelines, approved annual work plans and budgets.
7. Communicate, interpret, guide and provide technical support in the implementation of Council policies and resolutions.
8. Enforce accountability and transparency in the management and delivery of University administrative and financial services in line with existing laws, policies, regulations, guidelines and Council resolutions.
9. Direct the procurement of University works, goods and services and disposal of assets in accordance with the appropriate laws, policies, regulations and guidelines.
10. Promote linkages between Schools, Institutes, Centers or other Academic bodies, Management, Council, Line Ministries, and other stakeholders for effective implementation of University programmes, operations, and policies and enhancing collaborative networks.
11. Manage, counsel, and assess the performance of staff in the Office of the University Secretary.
12. Coordinate the provision of legal services and representation of the University in cases of civil litigation.
13. Answer audit queries that may arise from the appropriate authorities and report to Council.
14. Direct administration of security at the University.
15. Set performance targets, supervise and appraise staff of the Office of the University Secretary.

C) KEY OUTPUTS
1. University fiscal resources properly utilized, accounted for and relevant reports furnished to the Vice Chancellor and the University Council.
2. University annual work plans and budgets prepared.
3. Use of resources in accordance to the existing laws, policies, approved plans, and budgets managed.
4. Council policies and resolutions communicated, guided, and their implementation supported.
5. Minutes of Council and Committee meetings taken and decisions communicated and implemented as directed.
6. Accountability and transparency in the management and delivery of administrative and financial services in accordance with the appropriate laws and policies, and Council resolutions assured.
7. Financial and physical resources prudently used, accounted for and assets register managed.
8. Technical support and advice to facilitate decision making and governance provided.
9. Accountability and transparency in the management and delivery of University administrative and financial services assured.
10. Works, and goods and services procured in accordance with appropriate laws and policies.
11. Linkages between internal governance structures and external stakeholders promoted and collaborative networks enhanced.
12. Staff of the Office managed and assessed.
13. University legal services coordinated and legal representation done.
14. Audit queries answered and a report presented to Council.
15. Security for the University population and that of its visitors and their property assured.
16. Performance targets set and staff of the Office supervised and appraised.

D) PERSON SPECIFICATIONS
1. Master’s Degree in Management or Management related fields and a Bachelor’s Degree in any discipline.
2. Professional qualifications in any of the following courses shall be an added advantage;
i. Accounting
ii. Administrative Law
iii. Procurement and/or
iv. Membership of the Institute of Chartered Secretaries and Administrators (ICSA)

E) OTHER ESSENTIAL QUALITIES
The candidate must:
1. Be industrious
2. Be ready to work for long hours
3. Have a track record of high integrity
4. Be computer literate
5. Have excellent communication skills

F) WORK EXPERIENCE

Should have a minimum of ten (10) years working experience in administration from a reputable organization, five (5) of which should have been at Senior Management level or equivalent level in a reputable organization. A person with experience in Higher Educational Institutions will have an added advantage.
For purposes of this position, the phrase Senior Management level shall be defined as the Third layer of decision making process in a recognised institution from the Top in the Management Structure.

GENERAL TERMS
i) Appointment
In accordance with the University and Other Tertiary Institutions Act 2001 (as amended), the successful candidate shall be appointed on contract for five (5) years and shall be eligible for re-appointment only once subject to satisfactory performance.
