  • About Us
  • The Ministry of Information and Communications Technology and National Guidance was established in June 2006 with a mandate of providing strategic and technical leadership, overall coordination, support and advocacy on all matters of policy, laws, regulations and strategy for the ICT sector.It also ensures sustainable, efficient and effective development, harnessing and utilization of ICT in all spheres of life to enable the country achieve its national development goals.
  • The Ministry is headed by a Minister who is assisted by two Ministers of State.
  • There are three Directorates namely; the Directorate of ICT Infrastructure and Investment, the Directorate of Information Technology Services and the Directorate of Information and National Guidance.
  • The Directorate of ICT infrastructure and Investment comprises the Department of ICT Infrastructure Planning and Technology Support and Department of Communication Network. The Directorate of Information Technology Services comprises the Department of ICT Research and Development and the Department of E-services.
  • The directorate of Information and National Guidance comprises the Department of Information Dissemination & Public Relations and the Department of National Guidance.
  • In addition, there is the Department of Finance and Administration headed by The Permanent Secretary; The Department of Finance and Administration provides support services to the entire Ministry and is comprised of several Units including Administration, Policy & Planning Division, Procurement Unit, Internal Audit, Human Resource Management Division, and Resource Center.
  • The Governance and Institutional Framework of ICT sector in the country can be viewed from four main perspectives;
  1. Oversight Function
  2. Policy Formulation and Coordination
  3. Policy Implementation
  4. Regulation
  • The Ministry of ICT and National Guidance is mandated to govern ICT Sector and is supported by different Government and other Institutions with designated mandates as follows;
  1. Ministry of ICT & National Guidance – being responsible for ICT legal and regulatory environment; Secure ICT access and usage for all; increased employment and growth opportunities and increased awareness and citizen participation in government programs.
  2. Uganda Communications Commission – being responsible for regulatory environment of the communications sector including broadcasting; efficient and effective management of scarce Communications resources; fostering efficient/healthy competition; consumer protection; research and development of human resource in sector.
  3. National Information Technology Authority-Uganda (NITA-U) – being responsible for a rationalized and integrated national IT infrastructure; e-government services in MDAs; regulation of IT environment in public and private sector; capacity building and awareness creation; information security and development of information technology enabled services/business process outsourcing (ITES/BPO) industry.
  4. Uganda Post Limited (UPL) – being responsible for offering a wide range of postal, communications and logistical services; financial services (Money orders); passenger transport and parcel delivery services.
  5. Uganda Institute of Information and Communications Technology UICT) -being responsible to train and conduct courses, seminars and workshops, and create public awareness of the communications sector.
  6. Uganda Broadcasting Corporation (UBC) – being the national broadcaster providing radio and television broadcasting services and programmes.
  7. The Uganda Media Centre (UMC) – being responsible to provide professional media and communication services to government departments; foster a communication environment between government and the media and to integrate the international marketing of Uganda into the broader communication strategy of government.
  8. The Media Council – being responsible for regulation and promotion of ethical standards and discipline of journalists; arbitrate disputes between the public and the media; censor films, videotapes plays and other related apparatuses.
  9. The Vision Group – a multimedia business housing newspapers, magazines, internet publishing, televisions, radios, commercial printing, advertising and distribution services.
  10. The Parliamentary Committee on Information, Communication Technology and National Guidance – oversees the Ministry of Information, Communication Technology and National Guidance and covers policy matters under the Ministry.
  11. The ICT and National Guidance Sector Working Group – with a role to harmonize, coordinate, monitor, evaluate and report on the sector vision and goals, policy frameworks, plans, and performance of all sector MDAs. Comprises of membership from Sector MDAs, representatives of Civil Society Organizations, Local Governments private sector, institutions associated with the sector, and representatives of development partners. It is headed by the Sector lead – Ministry of ICT & National Guidance.

  • The Directorate of ICT Services is made up of the following departments

    E-Services Department

    1) Mandate of the department/Roles/Functions

    Role of the E-Services Department

    To coordinate, promote and monitor the development of enabling environment and implementation of digital transformation and e-Services interventions.

    Key Functions

    • Developing of Digital Services frameworks, policies, laws and regulations;
    • Promotion of E-services and emerging technologies across Government;
    • Supervision of the agencies, especially NITA-U;
    • Promoting interoperability and integration of systems;
    • Institutionalization of ICT functions in MDAs/LGs cadres;
    • Enhancement of cyber security, data governance and privacy;
    • Providing technical support and monitoring of eGovernment interventions in MDAs/LGs;
    • Reviewing, assessing and supporting the implementation of eGovernment systems and process re-engineering;
    • Promoting adoption of IT Enabled Services/Business Process Outsourcing (BPO) services;
    • Promoting local assembly of ICT devices and sustainable eWaste management; and
    • Developing critical mass of ICT professionals, digital skills and awareness for citizens in line with emerging trends.

    2) Achievements registered over the last 5 years

    -The Department coordinated the development of the following laws and regulations:

    • Data Protection and Privacy Act 2019;
    • Data Protection Regulation 2021;
    • NITA-U (National Databank) Regulations 2019

    -The Department coordinated the development of the following policies and strategies:

    • Digital Uganda Vision;
    • NDP III Digital Transformation Programme and the Programme Implementation Action Plan (PIAP)
    • National Strategy on the Fourth Industrial Revolution;
    • Digital Transformation Strategy for Africa under the African Union
    • Regional eWaste Management Strategy under the East African Communications Organisation (EACO) + Developed a framework for harmonizing eWaste Classification in the region;
    • Artificial Intelligence Strategy Blueprint in partnership with Smart Africa;

    -The Department coordinated the following studies:

    • Feasibility Study on Electronics Assembly and Manufacturing conducted for the development of a supportive enabling environment for electronics manufacturing;
    • Gap Analysis of the ICT Legal frameworks policies, standards and regulations
    • National eCommerce Readiness Assessment for Uganda

    -Supervised and monitored strategic interventions and projects under the National IT Authority – Uganda (NITA-U) – Board Member

    -Provided leadership in the design and negotiation of the GovNET – Uganda Digital Acceleration Project (UDAP) to be funded by the World Bank;

    -Supported the Public Service Commission and District Service Commissions in the recruitment of Government ICT Officers;

    -Provided technical support to MDAs/LGs in the development and roll-out of eServices including MoGLSD, MoH, MoES, MoWT, MoLG, MoL&H, MoFPED, MIA MoPS, MoJCA, Uganda AIDS Commission, Cancer Institute, Mulago Women’s Hospital and UNBS;

    -Organized training for Government ICT Officers in areas such as Artificial Intelligence and IT Service Management (ITIL);

    -Chair, National E-waste Steering Committee:

    • E-waste Management Facility established at Industrial Area in partnership with NEMA, NEC and other stakeholders;

    -Representing the Ministry on the Technical Committee for Implementation of Parish Development Model;

    -Representing the Ministry in the Covid19 Task Force Technical Committee;

    -Chair, ICT Professional Development Committee;

    -Coordination of NRM Manifesto implementation;

    -Coordination of National 4IR Secretariat;

    -Coordination of NDP Digital Transformation Programme Secretariat (including PWG activities);

    -Represented the Ministry at Regional and International fora including:

    • World Economic Forum Global Council on Agile Governance;
    • Artificial Intelligence Working Group under the African Union;
    • East African Sub-Regional Forum on Artificial Intelligence with support from UNESCO;
    • Artificial Intelligence Working Group under Smart Africa;
    • Focal point for Policy and Regulatory Initiative for Digital Africa (PRIDA) under the African Union;
    • Programme for Infrastructure Development for Africa (PIDA) under the African Union;
    • Regional eWaste Steering Committee under East African Communications Organization (EACO);
    • Advisory Board of UNCDF on Digital Economy.

    -Assisted the Permanent Secretary in mobilizing technical assistance and funding from UN agencies (UN Pulse, UNCDF, UNESCO, etc), Financial Sector Deepening Uganda, Japan International Cooperation Agency (JICA), GIZ, Government of India,  Government of the UAE, World Economic Forum (WEF) Centre for Fourth Industrial Revolution, EU, the World Bank, Konrad Adeneur Stiftung (KAS), ITU, and Arab Republic of Egypt.
