About ZOA
ZOA is an international NGO inspired by our Christian identity with its headquarters in the Netherlands, focused on relief and recovery programmes working with people and communities affected by conflict and natural disasters.
In Uganda, ZOA has offices in Kampala, West Nile (Arua), Acholi (Nwoya), and Karamoja (Amudat). ZOA Uganda works across food security & livelihoods, primary/accelerated/vocational education, and peacebuilding with a special focus on land rights.
ZOA is looking for a Consortium Coordinator for the We are Able! project.

Purpose of the Position
The Consortium Coordinator Uganda coordinates the implementation of the We are Able! (WaA) Consortium at country level.
WaA works in six African countries (Burundi, DR Congo, South Sudan, Sudan, Uganda and Ethiopia) as well as in the Netherlands and has as main objective ‘Co-creating inclusive governance for access to basic resources that leaves no-one behind'. WaA aims to see People with Disabilities (PWDs) improving their right to food and food security by creating an enabling environment for right-to-food action at grassroots level.

In Uganda the Consortium consists of (I)NGOs, with ZOA as lead, NUDIPU and Light for the World (LftW). In addition, The Hague Academy (THA) and Vereniging Nederlandse Gemeenten Internationaal (VNGi) are subcontracted under this grant.
The Consortium Coordinator Uganda is the focal point for all partners and consortium activities in Uganda, in liaison with the Consortium Coordinator Netherlands, and coordination colleagues in other WaA countries.
WaA is being financed by the Dutch Ministry of Foreign Affairs under the Power of Voices subsidiary framework and runs from January 1st 2021 until December 31st 2025.

Place in Organization
The Consortium Coordinator Uganda will be employed by ZOA and is line managed by the Country Director of ZOA.
Overall Coordination Includes:
• Facilitate alignment of the work in Uganda and between the different members
• Facilitate exchange and learning between consortium partners
• Ensuring reporting deadlines are kept by all consortium partners
• Ensuring reporting towards the Netherlands Consortium Coordination team is being done on time and with sufficient quality
• Ensuring grievances among the consortium partners are addressed in an amiable manner
• Government liaison and Dutch embassy representation in Kampala, when this is needed
• Functioning as the interface between the WaA Consortium at country level and the Consortium Coordinator at HQ level
Ensuring quality implementation means:
• Monitor and support the shift of power towards Southern based partners, particularly in collaboration with and under the leadership of NUDIPU
• Reviewing and providing feedback on Monitoring and Evaluation Reports in collaboration with other ZOA MEAL colleagues and partner MEAL staff.
• Regular check-ins with all country-level key stakeholders to discuss project objectives, outcomes and progress
• Support to local partner capacity strengthening, and ensuring a coherent consortium-wide approach to this
• Maintaining an active and consistent line of communication with the external researchers accompanying the programme and ensuring to take up advice related to adaptive programming into the country programme.
Specific regular activities:
• Conduct (annual) planning for the programme, to ensure clear roles, responsibilities and activity plans are in place
• Monitor the implementation of the programme according to the proposal submitted and adjust and align where necessary in cooperation with the Country Programme Steering Committee and Consortium Coordinator HQ
• Communicate with the Consortium Coordinator HQ on progress made
• Attend regular meetings for WaA Coordination online and any held at regional level
• Chair the Country Programme Steering Committee
• Support the establishment of the Country Advisory Board (from year 2 onwards) and maintain close connections with the Advisory Board once established.
• Ensure that the contractual obligations under Power of Voices are being met, including the timely submission of reports
Characteristics of role
The Consortium Coordinator Uganda will be based in Kampala. Regular field visits to the project locations is anticipated (up to 50% field time).
In Kampala the Consortium Coordinator will be based at the ZOA office but may wish to also spend time working from partner offices, space permitting.
The role is 1.0 FTE (40 hrs/ week). Working hours are outlined in the ZOA Uganda Conditions of Service. Some flexibility on working hours may be required, e.g. for travel at weekends, or during reporting times.

Competencies - Knowledge and Experience
• University degree in the field of international development or similar
• At least 10 years of experience in the International Development Sector, of which at least 5 in a senior management position
• Good understanding of the Uganda context; experience in West Nile and/or Acholi region is a plus
• Experience in the coordination of multi-annual plans in complex consortia
• Knowledge and experience in one or more of the following fields: Food security, land rights, inclusion and gender, lobby & advocacy, MEAL
• A strong vision and commitment towards localization.
• Command of English, including written reporting according to donor guidelines
• Experience with sign language is a plus
• Experience of working with People with Disabilities is a plus
