Project Overview and Role:
The USAID- Uganda Health System Strengthening program is USAID/Uganda Flagship program for Health System Strengthening (HSS) at the national and subnational level, providing technical assistance in leadership and governance, health financing, human resources for health, community systems.

Primary Duties and Responsibilities:
Job Description: Consultant to lead a landscaping assessment of Micro-Health Insurance Schemes in Uganda
Period of performance: January 2022 – April 2022
Level of effort: Estimated to be 60-80 days
Scope of work: The consultant will support UHSS team in an assessment of existing micro-health insurance schemes that include community-based health insurance schemes (CBHIS) in Uganda. This will require collecting and analyzing data from existing micro-health insurance schemes nationwide, analyzing data (primary and secondary) and making recommendation for improving efficiencies, creating scale and sustainability within these schemes. Consultant will develop assessment tools, pilot the tools, lead data collection, and write the final report with recommendation.

Expected deliverables:
These will include

• Detailed study protocol including: (1) data collection methods, plan, and tools, (2) sampling frame strategy, (3) data quality assurance plan, (4) data collection and analysis plan, and (5) dissemination strategy.
• Preliminary report following field level data collection.
• Data analysis materials/products (sets of databases, raw data, do file, etc.).
• Final report including findings and recommendations.
• Facilitation at the dissemination workshop

Required Qualifications:
Technical Experience (70%)
• Experience in working with the private health sector in Uganda
• Understanding of micro-health insurance schemes including CBHIS in Uganda
• Experience in developing data collection tools, collecting, and validating primary and secondary data in Uganda
• Experience in working on USAID contracts and cooperative agreements
• Fluency in English and strong writing, communication, and presentation skills.
• Master’s degree in a public health or other related discipline is preferred
