Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.
Action Against Hunger has been facilitating emergency relief and development programs in Uganda for the past 40 years. Currently, the country office manages multi-sectoral programs which assist refugees and host communities in Adjumani, Yumbe, Kikube, Kiryandongo and Isingiro districts to rebuild their livelihoods and achieve resilience.

Summary of Position
The Human Resource Officer provides Human Resource support and implements a full range of Human resource services for effective peoples management both at capital and Base levels in line with the overall country strategic Goals.

Essential Job Duties
1. Recruitment and selection: In collaboration with the hiring managers, Support the recruitment process for Base offices. This includes Job Profiling, Advert Placements, Shortlisting, Interviewing, Reference checks, contracting and any other pre-employment screening.
2. Filing and documentation
• Monitor and ensure regular and accurate updates of staff personnel files; ensure proper digital archiving of staff data for both capital and Base offices.
• Ensure adequate records of employment documentation e.g. position offers, appointment letters, contracts and job descriptions ensuring that they are provided on time, based on established staff employment policies and procedures.
• Maintain Up to date and share monthly staff list for the mission with the Head of Human Resources.
3. Induction; Coordinate the induction of all new Field Based staff in collaboration with the different heads of department and technical leads.
4. Update and track annual leave for Program/National Staff in Kampala and work with supervisors to ensure that they have a leave plan in place
5. Compile and share Medical insurance and Workmen’s compensation staff enrolment list and deletion lists. Ensure that all new staff complete medical insurance forms with the Necessary support documentations like Marriage and birth certificates.
6. Train, Orient, induct and support all staff managing HR Responsibilities in the different Bases in consultation with the Regional Program Coordinators or Managers.
7. Monitor and advise staff on performance, Probationary Periods, Mid-year and 10 minutes conversations and annual Appraisals.
8. Ensure that all HR policies and procedures are followed for staff directly under his/her responsibility
9. Performs any other duties as may be assigned by the immediate supervisor
Supervisory Responsibilities
10. Line manage the Administrative Assistants in the different Bases providing day-to-day support, setting performance objectives and appraise their performance in accordance with Action Against Hunger performance management policies, identifying areas where they require support and capacity building

Working Conditions
This position will be based 70% in the field and 30% in Kampala with frequent travel to Kampala and other field locations. The duties of the job require regular job attendance at least five days per week. The jobholder must be available to work outside normal office hours as required. He/she must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Physical demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.
To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations, which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Required Qualifications and Competencies
• A Master’s degree in Social Sciences or any other relevant field
• Advanced English language proficiency
• Solid experience in strategic planning, program development, project management, monitoring and evaluation
• Extensive experience in facilitating emergency response and integrated rural community development programming and processes
• Solid experience in managing complex programs, large budgets and diverse teams
• Ability to maintain performance expectations and healthy social interactions in psychologically stressful environments and physical hardship conditions with limited resources
• Extensive experience building partnerships with donors, government and other stakeholders including representing a country office in UN and donor coordination mechanisms
• Strong team management skills and experience collaborating with key business partners i.e., finance, HR, supply chain management and ensuring that programs receive timely project support and inputs
• A self-starter who can work independently under pressure and who has ability to management competing priorities without direct supervision

Preferred Requirements
• A university degree in Human Resource Management, Organisational Psychology or any other related field with at least 3 years work experience in a busy NGO, preferably emergency/ humanitarian setting
• Substantial knowledge of the concepts of national employment law;
• Able to provide to deliver effective day-to-day HR services to the field offices
• Substantial experience in an administrative HR role especially in an emergency response environment.
• Good written and verbal communication and advisory skills, accurate, just, analytical.
• Convincing and influencing skills.
• Demonstrated commitment to Action Against Hunger global core values and development approaches
