This Opportunity
The Uganda Health System Strengthening (UHSS) Activity is a five-year contract funded by the United States Agency for International Development (USAID), its implemented by Palladium International LLC. The UHSS Activity is focused on improving the performance of Uganda’s health system through technical assistance (TA) and capacity building to strengthen the leadership and accountability for results in the public and private sector and across all the health systems as well as improve efficient use and management of key health system resources.
In a bid to achieve the US President Malaria Initiative (PMI)’s 2021 – 2026 Strategic goal of preventing malaria cases and objectives of; 1) Reducing death by 33% from the 2015 level in high burden countries, 2) Reducing illness by 40% from the 2015 level in high and moderate burden countries 3) Accelerate towards elimination in 10 low burden countries and eliminate 1> 1 county. PMI has increased funding to the UHSS Activity to further strengthen the community health system components focusing on improving the quality of health services at the community level across 15 districts.
The program Officers-Malaria will collaborate with the Team Lead-Community Systems to support the UHSS technical team, districts, and health facilities to plan, coordinate and monitor the implementation of sound Malaria interventions aligned to the PMI’s 2021 - 2026 Strategy including strengthening community health systems for malaria, strengthening community supply systems, and strengthening community engagement for local leadership. He/she will lead the coordination, monitoring, and implementation of the workplan activities and indicator reporting and ensure the achievement of the set targets in a quality manner working as the focal point person in the respective district of deployment.
Malaria Program Officer will work together with Team Lead- Community Systems in liaison with the Ministry of Health (MoH) and relevant stakeholders to improve the quality of health care services in target districts. The program officer will work closely with the district leadership and the administrative, political, and technical leadership up to sub-county and community levels. He/she will ensure the activity is district-led and drive ownership by the communities and the district.

Reporting and Supervision
The program officer will report to the Team Lead Community Health System with a dotted line reporting to the Senior Advisor M&E and Database Management.

Primary Duties and Responsibilities
• Assist the Team Lead - Community Health System in coordinating with the district local governments and providing technical support for capacity building, good governance, health information system, health commodities, and ownership/integration of malaria-related services.
• Support district-led planning and implementation to ensure the integration of UHSS activities into the district health work plan on a monthly, quarterly, and annual basis.
• Providing technical assistance for performance improvement and implementation of the Malaria Control activities in the region.
• Coordinating regular tracking of results relevant to core malaria program targets and reporting to the respective national level program offices
• Support the documentation and learning agenda in the district by ensuring all lessons, and learnings during implementation and reviews are well documented and shared at all levels to drive improvement in implementation
• Liaise with the respective national and sub-national stakeholders/partners to ensure their involvement in Malaria implementation activities
• Prepare monthly reports and ensure reporting on the performance of key PMI project indicators and activities implemented in the district during the reporting period.
• Support the district to conduct regular quantification of HMIS community reporting tools and capacity gaps assessment for community data reporting and work with districts and health facilities to ensure training and mentorship of VHTs on the community data reporting tools
• Support the conducting of data quality assessment, cleaning, and verification for the community-level data
• Work with the district biostatistician, HMIS Focal persons, and Health information assistants to ensure timely reporting by health facilities and entry of the community data into DHIS2
• Provide technical support to ensure the integration of community health indicators in the monthly performance review meetings and the utilization of analytics from the community dashboard to inform decision making
• Provide technical support to the district in ensuring the institutionalization of the community health worker registry and its utilization to support evidence-based planning for CHWs
• Work with the district to assess the capacity gaps and ensure VHT capacity on Integrated Community Case Management (ICCM), is enhanced through refresher trainings and mentorship
• Provide technical support to ensure monthly tracking of malaria commodities and redistributions
• Coordinating with other implementing partners and working with health assistants and community leaders ensure the periodic engagement with local leaders to drive ownership of community-level malaria control initiatives
• Support the dissemination, operationalization, and implementation of the National Community Health Strategy and Health promotion handbook in the district to ensure buy-in and adoption.
• Provide effective support to all donor visits relating to both project planning, delivery, and review
• Provide leadership in working with the districts to ensure the coordination of partners to build synergies and collaboration and represent UHSS in all key meetings within the districts
• Performing any other duties as assigned by the team leader.

Key competencies required
• Bachelor’s degree in a relevant field such as public health, health system management, nursing, environmental health, monitoring, and evaluation, or related field
• At least five years’ work experience in Malaria program management at the district and community level
• Demonstrated technical competence and experience in malaria programming, and community engagement particularly working with VHTS, working with district health authorities, local communities, and communities-based organizations
• Experience in using DHIS2 is highly desirable and monitoring and evaluation ideally in malaria projects
• Excellent knowledge in the use of data management and analysis software such as Excel
• Demonstrated excellent oral and written communications skills, including report writing, work schedules, budgets, and other related documents
• Proven ability to work collaboratively with districts, sub-counties, health facilities, and communities to advance the development of health objectives
• Excellent interpersonal skills and experience writing and making presentations in English
