PATH is seeking a qualified Monitoring, Evaluation, and Learning (MEL) Director for the anticipated Uganda Health Activity (UHA). UHA is expected to increase the survival and well-being of vulnerable populations and improve overall health system resilience in priority districts of Uganda through three intermediate results: 1) improved access to and use of quality maternal, newborn, and child health (MNCH); family planning (FP)/reproductive health (RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC) health services at facility- and community-levels; 2) enhanced local ownership and leadership for sustainable health outcomes; and 3) strengthened health system resilience at the regional-, district-, and community-levels.

Reporting to the Chief of Party (COP), the Director, MEL will oversee all monitoring, evaluation, learning, and components of UHA, including the design and implementation of the Activity Monitoring Evaluation and Learning Plan (AMELP) and corresponding information system to track delivery against targets. As part of this work, the Director, MEL will guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting.
The position will also promote documentation, learning and knowledge sharing of best practices, plus dissemination of lessons learned and project outcomes as part of its Collaborating Learning and Adapting (CLA) approach.
The Director, MEL will mentor and support all the technical staff in MEL functions and will manage any MEL-related program staff. This position will also strengthen integrated health and HIV reporting capacity among local PEPFAR and Government of Uganda partners.

Responsibilities:
• Provide in-country technical leadership and support for all monitoring and evaluation and knowledge management activities.
• Ensure the integration of MEL activities into all project components.
• Collect, report, and analyze information on project activities.
• Ensure timely and complete reporting from in-country partners in accordance with approved reporting formats, especially supported health facilities and districts reporting into the national health database and reporting into PEPFAR reporting formats.
• Monitor and evaluate progress towards annual work plans and expected outputs, including selecting and monitoring progress in meeting key performance indicators (KPIs).
• Assist the COP in the preparation of work plans/selection of indicators and annual implementation plans with a view towards the project’s MEL requirements.
• Coordinate the preparation of all quarterly and annual project reports, inception report, ad-hoc technical reports, and success stories for USAID funding in line with the required formats.
• Collect data for annual MEL plans and use those data to improve project performance.
• Adapt and implement tools and techniques to improve the quality and use of data for decision making.
• Compile information on lessons learned and expertise within and outside the project.
• Assist the Chief of Party with decision-making on resource allocation based on project priorities and performance.
• Participate in appropriate technical meetings and conferences on behalf of the project.
• Provide support to institutional and human capacity building activities at the regional and local levels for project activities towards strengthening Health Management Information systems.
• Develop a detailed plan to build technical and managerial capacity of project staff.
• Based on the aforementioned capacity building plan, conduct monthly seminars, hands-on training, mentoring, and coaching for project staff.
• Carry out any such duties as may be assigned by the Chief of Party.
• Design and implement operations research.

Required Experience
• Master’s degree in a relevant field, such as public health, epidemiology, biostatistics, or social sciences.
• At least seven years of experience in managing and/or leading MEL activities for large-scale health service delivery or HSS programs in Sub-Saharan Africa, with at least three of those years working in Uganda as a senior advisor or staff member.
• Demonstrated experience in setting up and managing MEL systems that track performance as per the objectives of UHA.
• Knowledge of and experience with key MNCH, FP/RH, nutrition, WASH, and/or HIV/AIDS indicators and Government of Uganda and United States Government data collection systems (e.g. DHIS2, DATIM).
• Demonstrated ability to translate project objectives and vision into an evidence-based theory of change.
• Strong analytical skills to successfully use data and evidence to guide program adaptations.
• Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences and demonstrated track record of producing high quality, well-written deliverables in a timely fashion.
• Ability to synthesize analysis into narrative for learning products, publications, and materials for dissemination to broader audiences.
• Excellent oral and written communication skills in English.
• Demonstrated proficiency in the use of Microsoft Office Suite.
