JOB DETAILS:
For the Uganda Operations Management area of responsibility, the individual will report to the Africa Division Regional Deputy Director in Washington, DC. The position will supervise the Field Financial Manager (FFM) and other office staff as appropriate.

Primary Responsibilities:
• Regional Human Resources (HR) Coordinator at 80% of Level of Effort (LOE)
• Regional Human Resources Operations & Capacity Building
• Provide operational HR support to field HR teams and project leadership while supporting the HR planning process for effective HR programing in the region.
• Partner with program and operational leaders within the region to understand the areas of greatest HR needs in the field offices and develop a plan and resources to support these needs.
• Lead local regional performance management and succession planning annual review process. Provide advice and recommendations to their supervisor and the Division Director based on the results of the review, as needed.
• Provide strategic advice on performance management and career development to strengthen the links between individual performance and delivery of strategic priorities.
• Ensure quality new hire orientations and on-boarding practices for program staff, as needed, across the region that help integrate new hires successfully into ABA-ROLI; develop materials that can be adapted for use in local hire orientations.
• Provide ongoing training and support to field office leaders and staff on HR matters.
• Provide program start-up and close-out support from the HR perspective.
• Analyze regional trends and metrics in partnership with the HR Department in HQ to develop solutions, programs and policies.
• Direct employee relations issues within country offices to the HR Manager and General Counsel office in the HQ. Conduct effective, thorough and objective investigations, as requested.
• Serve as a Safeguarding Point of Contact for the assigned region and ensure safeguarding issues are appropriately directed to proper channels.
• Maintain in-depth knowledge of country legal requirements related to management of local employees, reducing legal risks and ensuring regulatory compliance.
• Partner with HQ HR and the General Counsel Office as needed/required and advice country-based HR leads and Country Directors on actions needed to comply with legal requirements, such as severance, tax withholdings, social security, among others.
• Oversee Namely data/employment administration processes to ensure data integrity.
• Work closely with other regional HR coordinators, program/operational leaders and employees to improve work relations, build morale, and increase productivity and retention.
• Train and advise a Human Resources Professional in field offices to serve as the leader for Human Resources in the field office, where applicable.
• Mentor and coach local HR staff.
• Other duties as assigned.
• Regional Human Resources Compliance
• Provide coaching and support for local HR professionals to build the required culture, values and ethical compliance.
• Identify areas of need, develop the implementation plan in coordination with the supervisor and program staff and manage the plan for full regional compliance.
• Ensure a plan exists in each field office to achieve full compliance with local employment laws; support and monitor plans, as necessary.
• Ensure field office HR manuals, processes, policies and procedures are developed, continuously monitored and updated in compliance with local laws, HQ standards and HR best practices.
• Conduct field office audits to ensure HR compliance with ABA-ROLI standards and procedures.
• Training & Development
• Support Country Directors and partner with HQ program and operational teams to plan training/development for employees and managers in support of program objectives and career planning.
• Regional HR Talent Acquisition
• Work in partnership with country offices to create strategies to attract key talent in local recruitment processes and acquire a highly talented and diverse workforce.
• Ensure transparent and legally compliant full-cycle recruitment process of local staff is in place for each country office or program and is consistent with hiring guidelines at ABA-ROLI.
• Provide talent acquisition efforts, including cold sourcing, for country offices or programs in the absence of program HR representative and/or during program start-up, as necessary.
• Regional HR Business Development - Capture
• Coordinate the preparation of HR programs and tools (compensation and benefits programs, Employee Handbooks, Standard Operating Procedures, manuals, management guidelines, and other HR infrastructure) to support proposals and new projects.
• Recruit local staff in support of new business development efforts.
• ABA ROLI Uganda Operations Manager at 20% of Level of Effort (LOE).
• Under the guidance of the Deputy Regional Director, and in coordination with the senior program staff in the country, the Operations Manager manages the day to day operations of the Uganda ABA ROLI office, including finance staff and contractors. Specific tasks include:
• Manages the general operations of the country office, particularly the supervision and monitoring of finance, procurement, and operational logistics of program activities; ensuring at all times that the procedures of ABA ROLI regarding finances, banking, logistics, transportation, and procurement are faithfully observed and implemented by all staff.
• Supports and supervises Field Finance Manager (FFM) to manage ABA ROLI finance and procurement system.
• Review and approve monthly reconciliation of cash budget, wire request, monthly ledger submission, vendor and procurement payments and files, field advance payments, disbursement vouchers and invoices.
• Supervise the Field Finance Manager as the principal verifying officer and review and approve all field procurement/logistics requisitions, and clear shipment of commodities for the project.
• Review and approve ABA ROLI payroll monthly to ensure each staff receives their salary on the appropriate date of the month and that all taxes and social security payments are properly made.
• Manage ABA ROLI administrative, financial, logistical and procurement staff to ensure their awareness of SOPs and their effective execution of their duties.
• Oversee the FFM’s verification that ABA ROLI materials, supplies and financial resources are used in a manner consistent with their intended program purpose.

• Annually review contracts with a Uganda local counsel to ensure ABA ROLI is meeting all Uganda labor regulations. Draft contracts for each ABA ROLI staff member for review by ABA GCO, ensuring all appropriate benefits are allocated in each contract.
• Other duties as assigned.

Required Education, Qualifications, Experience:
• Possession of an Associate’s degree from an accredited college or university.
• At least three years administrative support within a Human Resources function.
• Intermediate level skill in Microsoft Word (for example: inserting headers, page breaks, page numbers and tables and/or adjusting table columns).
• Intermediate level skill in Microsoft Excel (for example: using SUM function, setting borders, setting column width, inserting charts, using text wrap, sorting, setting headers and footers and/or print scaling).
• Possession of a bachelor’s degree from an accredited college or university.
• Previous experience updating and modifying a company’s intranet and external-facing Internet
