Overview

With 1.800 staff, Enabel manages about 150 projects in twenty countries, in Belgium, Africa and the Middle East.

Background
Enabel in Uganda with funding from the Government of Belgium is seeking to recruit a Sector Expert in Decent Work for the Social Protection Project to be based in Fort Portal.
The General objective of this thematic portfolio is: A sustainable improvement of the living conditions of the most vulnerable populations by investing in social protection systems and decent work to promote sustainable, inclusive and socioeconomic development.

Major Roles and Responsibilities
As a Sector Expert in Decent Work, your key objectives are:
• You lead the implementation of the project activities in the area of Decent Work by providing inputs for planning, execution, coordination and monitoring and evaluation of activities in order to ensure that the results of the Project (outputs – outcomes) are achieved within the set execution deadline
• You provide the necessary technical input in the area of Decent Work in order to achieve the project’s technical performance in accordance with national and international norms and standards.
• You organise knowledge building and knowledge management in Decent work.
• You develop capacities of different partners in order to contribute to the improvement of their organisations, their processes and systems and of their staff’s competences.
The Sector Expert in Decent Work will report to the International Sector Expert in Decent Work and Social Protection.

Required Qualifications and Experience
• Masters in Social Sciences, Law, Sociology, Social Protection and Labour Rights, Economics or other related Humanities;
• An additional Post Graduate Diploma specialized to Decent work/ Social protection and having experience in capacity building for public actors is of an added advantage.
• A minimum of 10 years’ experience in Social Protection and Decent Work.
• A minimum of 5 years’ work experience in the informal sector, NGOs relating to Social Protection and Decent work projects.
• International experience in project management and implementation is an added value.
• Previous experience (work or consultancy) with PSF, government institutions or trade unions, the ILO and other organizations active in decent work and/or social protection an asset
Knowledge of the ILO regulations and procedures would be an asset
Required Skills and Knowledge
• You have broad and in-depth understanding of the various aspects of international cooperation (context, challenges, strengths, partners, functioning, etc.).
• You have knowledge in Job creation, private sector development and skilling.
• You have excellent knowledge of the Decent Work situation and Policies in Uganda, institutional set-up of Uganda Social Protection institutions and the relevant stakeholders.
• You have excellent knowledge of the Decent Work provision systems at National and Operational level
• You are able to establish and maintain relationships and negotiate with government officials, representative(s) of civil society, representatives of workers 'and employers' organizations and academics.
• You have experience in leading work teams to the achievement of objectives and results.
• You have demonstrated ability to incorporate gender analysis in the implementation of the project.
• You are able to work under pressure and meet deadlines.
• You have the ability to write reports on the organization's strategy in the field of social protection and employment generated by employment-intensive investment or for the implementation of the project
• You have good knowledge of policies related to social protection and decent work as well as of the related institutional set up;

• Following this publication, a three-year recruitment reserve is established for any similar position. The first position is scheduled to start between three and twelve months. Contracts are for the term of the project.
• A salary package that comprises the monthly gross salary between UGX 10,000,000 and UGX13,000,000 which is commensurate with experience and in accordance with our salary scales, medical insurance and a 13th Month package paid in December.
