This Opportunity:
The Uganda Health Activity (UHA) aims to increase access to and use of quality healthcare services and improve the performance of the health system at subnational levels in priority districts. Intended high-level results include:
1. Improved access to and use of quality maternal, newborn, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; and water, sanitation, and hygiene (WASH)/infection prevention and control (IPC) health services at facility- and community-levels
2. Enhanced local ownership and leadership for sustainable health outcomes
3. Strengthened health system resilience at the regional-, district-, and community-levels.
UHA will also strengthen the capacity of local PEPFAR implementing partners (IPs) to lead and sustain the epidemic response as part of sustainability efforts.
The Uganda Health Activity is an anticipated project, and the position is contingent upon award from USAID.

The Technical Director, HIV and HSS will be responsible for technical oversight of technical assistance (TA) activities for strengthening PEPFAR local implementing partners (IPs) and HSS. The Technical Director, HIV and HSS works in tandem with the Technical Director, Integrated Health Service Delivery. This position will take a leadership role in ensuring UHA meets stated HIV and HSS goals, quality standards, and reporting requirements. The Technical Director, HIV and HSS will also coordinate among USAID, other health IPs, and numerous Government of Uganda (GoU) institutions and representatives, particularly at the regional- and district-level for HIV and HSS activities.

Reporting and Supervision:
The Technical Director, HIV and HSS will report to the Chief of Party.

Primary Duties and Responsibilities:
• Takes direct responsibility for technical assistance activities aimed at strengthening PEPFAR-funded IPs and HSS.
• This position will also coordinate among USAID, donors, other health IPs, and numerous GoU institutions and representatives, particularly at the regional- and district-level for integrated health service delivery activities.
• Provide overall technical guidance and direction to ensure that work plans and activity tasks are technically compliant with USAID, GoU, and internally recognized standards and protocols.
• Represent the UHA at various technical working groups, fora, and meetings.
• Assist the CoP consortium partners’ technical contributions.
• Provide input to project programmatic and financial reporting.
• Provide direct supervision to project directors.
• Perform other related duties and responsibilities as assigned.

Key Competencies Required
• Master’s degree or another advanced degree in a relevant field such as medicine, public health social sciences, or management.
• At least seven years of experience in managing and/or implementing integrated health service delivery or technical assistance programming addressing MNCH, FP/RH, nutrition, and WASH in a similar context, with at least three of those years working in Uganda as a senior advisor or staff member.
• Experience and expertise in one or more of the following areas: facility- or community-based HIV approaches; health governance; human resources for health; supply chain strengthening; quality improvement (QI); monitoring, evaluation, and learning; capacity strengthening of local organizations.
• Experience with and knowledge of QI approaches for FH/RH, MNCH, nutrition, or WASH.
• Ability to effectively interact and collaborate with a broad range of stakeholders in the public and private sector, other donors, academia, and other key stakeholders.
• Experience supervising technical staff in the implementation of integrated services programs.
• Excellent interpersonal skills, the ability to communicate both verbally and in writing in English, and the ability to make technical presentations.

Professional Expertise/Competencies Preferred:
• A degree in nursing, medicine, or midwifery strongly preferred.
• Previous experience working in Uganda preferred.
• Previous work experience in East Africa strongly preferred.
• Existing relationships with Ugandan stakeholders a plus.
