Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded VectorLink Task Order 1. Task Order 1 will support the U.S. President’s Malaria initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 22 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.
Abt Associates seeks qualified candidates tor the Deputy Chief of Party (DGOP) position tor the VectorLink Uganda project.
Deputy Chief of Party
Based in the Tororo field office, manages timely implementation of IRS programs in collaboration with key stakeholders. Responsible tor Tororo office management, including oversight of financial transactions and reporting, HR, administration, routine reporting, transport, etc. Oversees the project efforts in building local capacity of district MOH/NMCP officials and other stakeholders for future IRS work. Manages project subcontractors and ensure coordination with other activities and overall project objectives. Supervise a cross-cutting team of senior-level managers focusing on technical activities, M&E, administration/logistics and communications based in the Tororo office; Manages production of high quality content and on-time submission tor periodic reports; review reports and other outputs. critically, Acts as the officer in charge in the absence of the COP, when necessary.
Skills/Knowledge Required:
Masters degree (minimum), in public health administration, environmental management, business or operations management, or other relevant or related discipline; 10-12 years of experience working in development assistance projects, preferably managing malaria control programs; specific experience with IRS or other malaria control programs and USAID project experience, are highly desirable.
Knowledge of USAID priorities, regulations and reporting requirements is preferred.
