PACE seeks a Director of Monitoring, Evaluation, Research, and Learning (MERL) to lead the management of reporting and research activities under an anticipated $38M 5-year USAID/PMI-funded project. The project will strengthen the capacity for malaria prevention, diagnosis, and treatment, as well as ownership of health at the community and household levels, while maintaining gains made at the health facility level in focus districts. .

Your contribution
The MERL Director will be in charge of the monitoring, evaluation, research, and learning components of the Malaria Control Activity project. The position will be responsible for developing monitoring, evaluation, and reporting systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance. He or she will also develop a research agenda for the activity and ensure methodological rigor of research undertaken. The MERL Director will also oversee the development and submission of timely, accurate, and complete reporting.


What are we looking for?
• A Master’s Degree or higher in statistics, evaluation, public health, international development, social sciences, or relevant field.
• A minimum of six years of experience with progressively increased responsibility working in monitoring, evaluation, research, and learning on public health programs in sub-Saharan Africa or other resource-limited settings, preferably Uganda.
• Must possess excellent management and English communication skills.
• Documented hands-on practical experience setting up and managing MER systems for health programs in developing countries, including data quality assurance.
• Demonstrated expertise in rigorous quantitative and qualitative research.
• Proven ability to produce professional quality English-language documents such as progress reports, case studies, and research protocols.
• Three Referees, two of whom have been your direct supervisors.
