JOB DETAILS:
The International Potato Center (ICP) is seeking a dynamic. innovative and diligent Monitoring and Evaluation Research Associate to support the design and implementation of the project's monitoring. evaluation and learning System and support Partners to build a robust M&E system that is responsive to donor reporting requirements. This is a great opportunity to contribute to the development and management of systems to measure and document program process, learning. outputs and impact results by routinely and systematically collecting and analyzing program data and presenting program results to project staff, and donors. The Position: The Monitoring and Evaluation Research Associate will be based in Kampala. Uganda and report to the Senior Research Associate..

Responsibilities
• Participate in the design and implementation of baseline and periodic surveys to evaluate project success
• Provide technical advice on the design of data collection methods, survey instruments, other tools and data management
• Coordinate and work with partner stalf to manage a robust lvl&E system, identify and monitor key program activities in order to document results and what interventions contributed to the results, and ensure the integration of those results into decision-management processes.
• Identify M&E knowledge and skills gaps at supported local organizations, develop and implement strengthening interventions to ensure staff reach the desired levels of competence to respond to Donor reporting requirements.
• Lead in the development and review of the project's Monitoring. Evaluation and Leaming Plan (MELF’) for supporting Local organizations.
• Take lead in frequent and routine data verification and quality assessment exercises to improve on data quality for better management decisions.
• On a regular basis. prepare and ensure timely submission of project performance monitoring plans. including developing and defining program indicators and sources of data.
• Take lead in preparation of annual work plans, quarterly and annual reports and other project documents for the program and or partners.
• Help implementing partners in monitoring indicators and periodically provide data to the project's Senior Management Team.
• Lead knowledge management and documentation for the project with emphasis on dissemination and lessons leamed and present results of program achievements and outputs in written reports and at conferences and meetings.
• Advise senior management team and project staff on trends for various performance indicators. as well schedules for project deliverables as per prescribed timelines


Required Experience and Qualifications
• MSc in a relevant field such as economics. Specific recent training in Monitoring and Evaluation (and Learning] is required.
• Excellent and up-to-date understanding of current MEL methodologies, tools, and practices.
• Excellent understanding of indicators and their implementation methods in the area of agriculture and nutrition as defined by major international donors such as USAID, DFID, EU, and BMGF.
• At least 6 years of hands-on experience leading the MEL component of programs funded by international donors.
• First-hand experience of MEL approaches and methodologies in the CGIAR or other international research organizations is an advantage.
• Demonstrated expertise in use of statistical packages such as STATNSPSS and Microsoft Office.
• Excellent interpersonal skills
• Excellent oral and communication skills
• Ability to work independently
• Experience in managing USAID, BMGF or DFID funded projects
• Willingness and ability to travel and work in resource- poor, rural areas.
What are the conditions?
The position is Nationally Recruited Staff {NRS] position limited to Ugandan nationals and permanent residents only. The employment contract will be for a one-year term (with a 3-month probation period) and the possibility of renewal subject to satisfactory performance and availability of funds.
