Planning and Evaluation Officer
The Planning and Evaluation Officer reports to the Planning and Evaluation Team Lead within their respective district office. The Planning and Evaluation Officer supports the RTV’s work through collection of baseline data, on-going data of Household Income Surveys and Village Progress evaluations. The spot checks provide insights to Project Officers on project progress, risks and issues, and identify additional opportunities to further benefit the community. He/she also supports in the project planning, budgeting and design of implementation projects at community level and conducts monitoring and evaluation throughout project cycles. Planning and Evaluation Officers are also responsible for Reporting Analysis, Data Management and Performance Analysis..

Role and Responsibilities
Project planning and Design
• Participate in the planning, budgeting and design of program project activities and approaches
• Support with project designs through household income and community baseline surveys
• Develop field based tracking tools to be used by the planning and evaluation team and reporting templates for project officer use
• Support project officers in project implementation as required, ensuring Raising The Village methodologies are adhered to
Monitoring and Evaluation
• Collect primary and secondary data, analysis and assessment process as required
• Conduct field visits regularly to oversee key activities and support project officers with their communities as required
• Carry out routine data quality assessment and project evaluation
• Take proactive measures to identify risks and issues and provide solutions and/or mitigating measures to ensure successful initiatives
Project Reporting and Analysis
• Conduct project data analysis and develop new project initiatives according to RTV’s organizational strategy
• Compile program data reports to provide Team Leads and Management with updates and provide recommendations where required
• Conduct statistical analysis and identification for learning and for future project activities
• Documentation of the best practices, lessons learned and success stories about Raising The Village programmes and project interventions
• Complete and submit weekly activity reports to the Planning and Evaluation Team Leader
• Any other duties as required by your supervisor/Team Leader and/or Management


Qualifications and Experience
• University degree in Statistics, Social Sciences, Economics or related field
• Post graduate qualification in Monitoring & Evaluation and Project Planning would be an added advantage
• In-depth knowledge of Management Information Systems , Monitoring and Evaluation and Development issues
• Strong competence in mathematics/statistics
• Good understanding of capacity assessment and community development methodologies
• Experience in project designs at a community development level
• Experience in designing tools and strategies for data collection, analysis and production of reports
• A clear understanding and application of statistical terms and concepts and ability to communicate results and findings to non-statisticians
• A practical and strategic approach to numerical work, with high level of accuracy and attention to detail
• Well versed in Microsoft suit, especially Excel and/or other statistical applications
• Excellent English oral and written communication skills. Fluency in a local language where Raising The Village works is a MUST
• Manage and organize workload and time effectively while remaining aware of available resources and multiple reporting relationships including changing priorities
• Ability to accurately complete multiple tasks while taking into consideration special assignments, frequent interruptions, changing priorities and competing deadlines
• Establish, build and maintain effective working relationships with various stakeholders including but not limited to staff, community based beneficiaries and government officials
• Strong training & facilitation skills
• Flexible and persistent, with strong work ethics and ability to manage stress.
