BRAC International is seeking application from competent, dynamic and self-motivated individuals to fill the following position:
Programme Manager, Ultra-Poor Graduation, BRAC Uganda
BRAC Uganda launched its first pilot programmes in 2006. Through its unparalleled network of 159 branches across 80 districts, BRAC Uganda creates large scale, positive changes though a holistic and integrated set of programmes in Microfinance, Agriculture, Food Security and Livelihood (AFSL), Empowerment and Livelihoods for Adolescents (ELA), Education, Early Childhood Development (ECD), Ultra-poor graduation, Health, Nutrition, and WASH, and a Seed Social Enterprise. BRAC also operates a highly capable Independent Research and Learning Unit in Uganda”. BRAC is set to launch a pilot to implement disability-inclusive ultra-poor graduation programming for 2700 ultra-poor households in Uganda in partnership with Humanity & Inclusion (HI) and National Union of Women with Disabilities of Uganda (NUWODU). In Uganda, 14% of the population have a disability and 80% of persons with disability (PWDs) live below the poverty line. Under-investment in disability inclusive development, as well as weak capacity and accountability of development actors stymies progress. The goal of the “Partnerships for Disability-Inclusive Ultra-Poor Graduation” project is to overcome the exclusion of ultra-poor and PWD to make a significant impact on addressing and eliminating extreme poverty in the country as well as building the capacity of existing poverty reduction and social protection actors and developing evidence for inclusive graduation programming. Key Responsibilities:
Summary of duties: This exciting role involves overseeing all strategic and managerial aspects of the programme, under the supervision of Country Representative, BRAC Uganda and technical guidance from UPG Lead in BRAC International and Graduation technical assistance staff from BRAC’s Ultra-Poor Graduation Initiative. The role includes direct management and coaching of BRAC Uganda implementation staff, in addition to managing key partnerships with HI and NUWODU to ensure their staff deliver activities on time and to budget. As well as direct implementation, there is a major focus on stakeholder coordination, advocacy and networking and donor liaison.
Specific duties:
• Partnership coordination and management: Ensuring partnership protocols are established and followed and effective coordination mechanisms are in place
• Disability inclusive adaptation: Oversee BRAC staff and partner staff to ensure effective coordination for technical expertise on disability inclusion in relation to the full programme cycle and workplan
• Managing the implementation of disability-inclusive graduation programming in 4 districts: Including overseeing all aspects of implementation of the Graduation pillars (livelihoods, finance, social empowerment and social protection) and related interventions. This will include development of an operations manual, participant selection and trainings, asset package identification and delivery, life skills coaching, formation of savings groups, health care support and social integration.
• Supporting capacity and accountability of Ugandan development actors: Including supporting interventions related to national and district level stakeholder coordination, staff training, building the capacity of BRAC Uganda to support disability inclusion at organizational level, and supporting capacity building of NUWODU.
• Ensuring a robust, inclusive MEL system is implemented: Including ensuring quality implementation of monitoring systems, the development and execution of Digital Data Gathering (DDG) process, and supporting program evaluation activities.
• Stakeholder coordination, advocacy and networking and donor liaison: Support all external engagement activities including technical donor reviews, implementation partner and stakeholder meetings, engaging with government agencies, civil society organization and local Community Based Organizations (CBOs).
• Managing consultants: Manage potential external technical consultants and partners to ensure high quality outputs.
• Quality reporting: Ensure timely and accurate reporting on program activities and outcomes. •Safeguarding:
1. Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
2. Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
3. Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.


Educational Requirements:
Master’s degree in development studies/Economics/ Anthropology/Sociology/Business Administration and/or other relevant fields

  Required Competencies:
• Good technical skills in income generation, agriculture, food security, and livelihood development.
• Broad grasp of socio-economic policy issues with respect to food security and livelihood development
• Ability to adapt or change priorities, and take initiative to deal with difficulties encountered in daily work.
• Ability to work independently, think innovatively and strategically and work effectively within a team.
• Ability to manage local staff in a mature, impartial and inclusive manner and address inequalities
• Capacity to manage a multidisciplinary and multicultural team.
• Strong financial/budget management skills.
• Computer skills (Microsoft Office, Photoshop).
• Excellent verbal and written communication skills in English.


Experience Requirements:
At least 6 years of job experience with a minimum of 4 years of managerial experience in different development sectors working towards the improvement of livelihoods of ultra-poor and marginal people
