The Natural Resources Stewardship Programme (NatuReS), funded by the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ) and UK Aid, is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). Naturess promotes multi-stakeholder collective action for more sustainable revetment of natural resources. Natures aims to strengthen and support local public-private civil society partnerships to address shared natural resource threats, while capitalising on synergies/opportunities and improving stewardship at scale. Put simply, stewardship is about taking care of a common resource that is important to everyone. Natures currently operates in Ethiopia, Tanzaria, lanbia, Uganda and South Africa. Uganda has seen an average of 7% annual economic growth over the last two decades. This has resulted in a reduction in headcount poverty, from 56% in 1992-1993 to 20% in 2012-2013; around half a million jobs created annually; and improved access to basic services (Achieving Uganda's Development Ambition, MOFPED 2016). Yet, the high rate of population growth (3% per annum), economic development (expected 5.8% in 2016/17) and increasing urbanisation is prompting severe water and environment risks for its population and economy. "Natural Resources Stewardship" addresses this issue by offering a pragmatic way of establishing a dialogue between public and private partners together with civil society to manage their shared natural resources risks. This is based on the premise that we are all accountable and therefore responsible for the sustainable use and management of our planet's natural resources. The Natures programme is supporting partner institutions from the public and private sector as well as civil society to strengthen collective action for water secure and pollution free urban areas in Greater Kampala Metropolitan Area (GKMA) and Gulu Municipality. The aim of the collective action is to safeguard natural resources while fostering inclusive growth and prosperity. Position 1
Job Title: Technical Advisor Natural Resources Stewardship Programme (Natures)
Report to: Natures Uganda Country Coordinator
Duty Station: Kampala/Uganda
Contract Duration: April 2020 to March 2021 (possible extension to 2022)

The Technical Advisor will support the implementation of Natures Partnerships in Uganda, with a focus on water and wetlands partnerships. Working with specific businesses, relevant Government Ministries, local governments, government agencies and CSOs in the water and environment sector, s/he will work with a team of Advisors to establish and implement partnerships with government, business, and local CSOs through value chain development, innovative and inclusive business case development, behaviour change campaigns (BCC), and strategic investments in GKMA and Gulu Municipality. .

Key Responsibilities
• Lead the establishment and technical implementation of a Natural Resource Stewardship (NatureS) water and wetlands partnership
• Lead the establishment, development and implementation of all aspects of partnerships with the private sector, civil society and the relevant governmental authorities
• Lead the identification and initiation of partnership activities. including value chain opportunities with the private sector; supporting community engagement, conservation/ restoration activities, behaviour change projects and policy developments.
• Support knowledge management as well as good public relations and documentation, both in Uganda and in cooperation with GIZ Headquarters
• Various support to the Natures component lead and administrative tasks.
• implement the monitoring, evaluation (M&E) and reporting activities for NatureS partnership

Other knowledge, additional competences
• Very good working knowledge of ICT technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office, databases)
• Ability to effectively transfer skills and knowledge
• Openness to share information and knowledge ("excellent communicator")
• Team player in multi-cultural and inter-disciplinary team
• Excellent written and oral English skills
• Ability to travel to different regions within Uganda, in particular Gulu.
• Willingness to upskill as required by the tasks to be performed - corresponding measures ar agreed with management.
• Ability to think "outside the box" regarding environmental solutions for the public and private sector.

Required qualifications, competences and experience Qualifications
• University Education (minimum Master's degree) in technical sciences / engineering (water resources, environmental science), social sciences (economics, business administration), or related field
Professional experience, Other knowledge and additional competences
• At least 5-7 years of relevant professional working experience within the water resources and wetland sector, strong relationship management and business engagement skills as well as working experience in Public Private Partnerships
• Experience in working for Non-Governmental Organisations, International Organizations and/or Donor Agencies
• Excellent organisational and analytical skills and ability to work well under pressure and with minimal supervision. A self-starter.
• Excellent communication skills and the ability to mediate between conflicting interests
• Experience in working with Government agencies or local government
• Previous experience with donor reporting, especially DFID, is an asset
