Background
Uganda Strengthening Supply Chain Systems (SSCS) Program is a five year project under MSH ending in May 2025. Its main focus is to support self-sustaining, responsive, uninterrupted, accountable delivery of quality-assured medicines and supplies to public and NGO health facilities. It will improve the performance of key actors all along the supply chain; advance transparent governance and effective, data-informed policies and regulations; and strengthen local capacities to accelerate Uganda’s progress on its Journey to Self-Reliance. SSCS will provide technical assistance to all USG Implementing Partners (USAID, CDC, and DOD) operating at the subnational level and deliver other assistance to improve the capacity of district health offices, health facilities, and medical stores. This project will strengthen the health system to more effectively combat infectious and non-communicable diseases and improve health services and outcomes for all of Uganda’s families and communities.

OVERALL RESPOSIBILITIES
Under general supervision, provide technical software, hardware and network problem resolution to all computer users by performing question/problem diagnosis and guiding users through step-by step solutions; clearly communicate technical solutions in a user-friendly, professional manner; provide group or one-on-one end-user training as needed; troubleshoot network/printer problems and be able to provide network solutions to more complex end-user problems; conduct hardware and software maintenance; and perform related work as required. S/he is a member of the MSH Uganda Operations Unit and reports directly to the IT Specialist.

MAIN RESPONSIBILITIES:
• Installs, configures, maintains, and troubleshoots a wide range of hardware and software used in the Uganda office. Performs hardware/software upgrades to existing computer equipment as needed. This includes the shared servers, intercom, printers and other IT equipment
• Identifies, diagnoses, and resolves problems for users of the personal computer software and hardware, network, the Internet and new computer technology; communicates solutions to end-users.
• Sets up, and assists in the configuration of end-user PCs, software and peripherals.
• Ensures that systems are free of viruses and other malware, coordinates timely repair, preventive maintenance and replacement of PC computer equipment.
• Performs minor desktop hardware repair for PC computer equipment and peripherals that are not covered by third-party vendor maintenance agreements.
• Supports installation of local area network and related equipment such as switches, routers, firewalls, network interface cards, etc.
• Offers IT support via the online the IS Helpdesk.
• Ensures that user data/information is safe by ensuring daily backups and constantly developing and testing disaster recovery strategies.
• Assesses the need and conducts trainings for users in various IT applications.
• Administers Updates for workstations and servers approved for installation on a monthly basis.
• Performs any other duties assigned by the supervisor

QUALIFICATIONS
• Bachelor’s degree in Computer Science or related discipline.
• Possession of an internationally recognized certification (like ITIL, MCSA, MCSE, CCNA, etc) would be an added advantage
• Working knowledge of Desktop operating systems, various software applications and basic hardware for the PC and network
• Should be well-versed with principles and theories of network systems and management, Internet technologies and products and have some basic understanding of electrical safety procedure.
• At least 1 years’ experience in providing end-user support
• Ability to work with common application software like Microsoft Office, Adobe Suite, video teleconferencing software like Webex and zoom, installing, upgrading, troubleshooting and administering enterprise level and Windows versions of Microsoft Office Suite, and other MSH standard software (e.g. Windows, MS Project, Explorer)
• Ability to work under pressure with limited supervision
• Solid training skills, excellent organizational and interpersonal skills
• Working knowledge of Microsoft SharePoint would be an added advantage
• Good team player.
• Willingness to travel to districts.
• Must have authorization to work in Uganda.
