CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability.
CRS is leading a consortium of six implementing and technical partners to run a five-year USAID/BHA funded $35 million program called Nuyok to build resilience to shocks, enhance livelihoods and improve food security and nutrition for vulnerable rural families in four districts of Karamoja – Abim, Nakapiripirit, Nabilatuk and Napak – which are home to 406,880 people living in an estimated 58,126 households. At the end of the program, sustainable results will include empowered, resilient, healthy families; responsive, inclusive governance; and a vibrant private sector that engages smallholders at every level
Background:
Karamoja is situated in the northeast part of Uganda. It has nine districts and a population of approximately 1.3 million people. The sub-region is dominated by savannah grasslands, isolated woodlands, and transient streams. The topography ranges from low-lying plateaus to rolling, flat plains, with altitude ranges of 1,000 m to 1,400 m. The sub-region has a unimodal rainfall pattern, ranging from 500 mm to 700 mm of rain per year, but up to 1,000 mm in some areas.
Livestock production is the most important source of livelihoods and, animal diseases are considered the major cause of livestock deaths and the main constraint to livestock production in Karamoja sub-region. This has been attributed to range of factors; principle among them being a weak and ineffective veterinary service delivery system and an inconsistent supply of veterinary drugs and vaccines1. The 1 Veterinary Services in Karamoja, Uganda: A Review by Dawit Abebe November 2016 most important diseases are vector borne (tick-borne diseases and trypanosomiasis) and notifiable diseases like PPR and, foot and mouth disease.
Furthermore, the CAHWs veterinary service delivery model is hampered by low demand from farmers which can be attributed to inadequate knowledge on herd health practices and a breakdown in the supply of veterinary drugs. It is also reported that linkages between multinational drug distributors and agrovets to deliver drugs (at factory price) and embedded services to Karamoja could not be sustained due to low per capita household consumption of drugs.
To address this, over the years, the government, local organizations, and international development partners have conducted CAHW training programs. However, it has been noted that the pieces of training were not standardized for content, with inconsistent duration of training and varying trainer’s skill and a weak regulatory control, if any at all.
Several Karamoja NGOs, in partnership with Makerere University College of Veterinary Medicine, Animal Resources and Biosecurity (COVAB) developed a standard training curriculum for CAHWs for Karamoja region in concert with local stakeholders. This curriculum was developed to address some of the issues, highlighted above, ensuring later training efforts are uniform and standardized to produce CAHWs with required knowledge skills and abilities applicable across the entire sub-region. The developed curriculum requires an enriched content of visual and verbal instruction materials suited to low literacy common in Karamoja.
Considering all the above, Nuyok Activity, under its livelihoods purpose, has set out to improve the access to, and use of quality and affordable veterinary health services through a sustainable CAHWs veterinary delivery system. The system is based on livestock owners paying for the service delivered. To achieve this aim, CRS is also striving to develop a stronger linkage between drug distributors to support embedded trainings on the right use of vaccines and veterinary drugs. In 2019, Nuyok trained 98 CAHWs under cohort I.
Purpose of the Assignment:
Building on the completion of the first cohort of training for the CAHWs, CRS seeks to hire four consultants to conduct CAHW training. Each consultant will be assigned to train the identified CAHWs in either Abim, Napak, Nabilatuk and Nakapiripirit districts. The consultants will use the existing CAHW training manual and the adapted materials to deliver the training. .

The consultant will carry out the following tasks;
1. Conduct a training for CAHWs utilizing the CAHWs; training manual and adapted materials
2. Following completion of the training, produce a report with key areas of recommendation.
Observation of COVID-19 Control Measures
In line with the measures to prevent and control Covid-19 as per MoH guidelines, we will have four consultants and four training sites with an approximate of 25 participants per location. Each consultant will have one group in each of the Nuyok districts of Abim, Napak, Nakapiripirit and Nabilatuk.
Further at the training sites the following will be observed
• The venue to be large enough to enable social distancing
• There is a hand washing facility at each training site
• All training participants wear mask
• Seeking approval from the RDCs first and ensure compliance of the above measures.
Expected deliverables
a) CAHW training conducted in each of the Nuyok districts
b) Documented report with observations and recommendations post the training with specific recommendations on the most practical short- and long-term mechanisms CAHWs can use to improve veterinary service delivery.

Consultant Qualifications
• Advanced degree in Veterinary Medicine is required
• Should have attended the CAHWs curriculum ToT and certified to conduct the CAHWs’ training.
• Experience in developing curricula, teaching materials, low literacy training design and implementation and training of animal health professionals
• Proven track record and ability to liaise with different groups at different levels including policy makers, herders/farmers, veterinary technicians and CAHWs amongst others;
• Knowledge of pastoral and agro-pastoral production systems in ASALs of East Africa, preferably Karamoja, is a plus


  Advanced degree in Veterinary Medicine is required
