Title: Project Manager – NORAD End Child Marriage Project

ROLE PURPOSE
The NORAD End Child Marriage Project, will work to ensure that children, adolescents girls and boys aged 10-18 years and young women and men 19 to 24 years old stay in school, are protected against child marriage and empowered to enjoy their sexual reproductive health rights in societies where gender equality is realised.Young women and men will also be reached with economic livelihood activities to boost their savings, income earning capacities and economic security. This is a five year project funded by NORAD and implemented in the four districts of Nebbi, Pakwach, Zombo and Adjumani.
The Project Manager is directly responsible for the management of The NORAD-End Child Marriage Project, and accountable for project results delivered using gender transformative approaches in line with the project proposal, Country Strategy Plan and donor requirements. He/she is responsible for overall coordination and management of all programmatic and financial aspects of the project in accordance with the proposal. He/she is accountable for all project procurements, partnerships, human resource and administration. He/she will propose modifications to plans as necessary, and may contribute to development of additional donor proposals

Accountabilities
The Project Manager has the following accountabilities;
• Provide overall technical vision, leadership, and project management, ensuring an integrated vision among different components of the project delivering the project objective using gender transformative approaches.
• Provide leadership in developing and implementing timely, quality quarterly and annual implementation plans and budgets.
• Prepare, submit and disseminate quality annual, periodic reports (both narrative and Financial) to donor as per donor requirements and project monitoring and evaluation plan.
• Provide effective coordination and management of partnerships as well as with all other actors with a focus on achieving desired results in line with desired project impact.
• Ensure that all assistance is technically sound and appropriate and reflects the project’s strategic long-term vision, desired impact, cost effectiveness and sustainability.
• Support timely strategic and proper coordination of communications with Plan International staff, partners and all other stakeholders to ensure smooth running of the project
• Ensure effective project budget utilization, management and monitoring of partners, including timely accountability of the funds in line with accounting policies and procedures of Plan International.
• Manage project resources including procurements efficiently and effectively in accordance with Plan International Uganda policies and guidelines and in accordance with grant conditions.
• Supervise technical thematic staff recruited for effective implementation of this project and provide leadership to the project team including mentorship and coaching to enhance staff and partner capacity for effective implementation of the project
• Represent and link Plan International Uganda and the project externally with partners, government and other agencies/alliances at district and national level on policy and advocacy and other project related issues as required in consultation with National Program Manager Child Protection and Head of program.
• Ensure effective risk management in the implementation of the project to minimise their occurrence and possible effects on the project in line with Plan International Risk Management policy
• Ensure all project documentation is organised and well maintained for accountability purposes, aiming for having a well-articulated model of the program.
• Organise regular performance review meetings to assess progress, but also to agree on and communicate any changes in strategy with the key project stakeholders
• Ensure Plan International’s Safeguarding Children and Young People Policy and guidelines are adhered to in project implementation.

• The Project Manager will report to the National Program Manager - Child Protection for all guidance in the implementation, overall supervision and delivery of the project.
• The project Manager work in close collaboration with:
• Programme Area Manager-Nebbi for all operational, requirements
• National Programme Manager - Education on strengthening and delivering the education component of the project.
• National Programme Manager - Economic Empowerment on strengthening and delivering the livelihood and VSLA components of the project
• Gender Equality Specialist on strengthening Gender transformative approaches for the project
• Grants & Compliance Manager on donor compliance and coordination of donor communications
• Country Finance Manager on budget and expenditure tracking
• Country CSO Strengthening and Partnership Manager on CSO capacity building and partnership management, MOUs and annual contracts
• MER Manager – for M&E support, Research, Evaluations and documentation
External:
• Project partners
• Government at different levels
• CSO and Networks that support achievement of project outcomes

Education
• A Post-Graduate Degree in Public Health, Social Sciences, Social Work, Development Studies, Education, Development Economics, Human Rights or any other related field and first degree in a relevant field.
• Additional training at Post-Graduate level in project planning and management is required.


Knowledge & Experience
• At least 7 years’ experience in working with adolescents/youths with a minimum of three years’ experience in management of Sexual Reproductive Health, Child Protection, Education, Livelihood, Social norm change, Ending child marriage and Gender related interventions, preferably with an International Non-Governmental Organization
• Experience in policy and advocacy issues for young people and knowledge of coalitions and networks is an added advantage
• Experience in managing consortiums of partners and implementing projects through partners with a strong component on capacity building for SRHR, Child Rights and CSO strengthening.
• Experience managing large, complex donor projects, such as USAID-funded contracts, SIDA, MFA, EU,NORAD etc. at senior technical management level
• Proven success collaborating with diverse stakeholders including local governments, community leaders, donor officials, NGOs, and UN agencies
• Demonstrated leadership, versatility, and integrity
• Excellent communication, presentation, and writing skills in English
