The Decide, End Child Marriage, will work to ensure that Adolescent boys and girls aged 10-19 years from Lango and Acholi sub regions are protected against child marriage and empowered to enjoy their sexual reproductive health rights in societies where gender equality is realised. This is a four year project funded by Ministry of Foreign Affairs (MFA), Government of Finland through Plan Finland.
The SRHR Coordinator is directly take lead in the planning, implementation and reporting of SRHR related activities in the project and supporting the building of technical capacities of the project partners. The Coordinator will be responsible for ensuring high-quality and timely delivery of the project outcomes and support on reporting and monitoring of impact. The individual should have prior experience and expertise in applying a gender transformative approach in SRHR programming as noted below, including specific alignment to organizational values.
Dimensions of the Role
• Project implementation planning and management of the SRHR component in coordination with project partners
• Budget and procurement management
• SRHR Activity monitoring, evaluation, learning and documentation/Reporting
• Project partnership Capacity building, Management, networking and advocacy
• Project risk management
• Ensure Plan’s Child Protection Policy and Guidelines are adhered to in project implementation .

Accountabilities
• The SRHR Coordinator – Decide, End Child Marriage, has the following accountabilities;
• Provide overall technical guidance in to ensure SRHR outcomes are achieved in line with project document.
• Gender transformative approach: is a focal point person to ensure that Gender transformative approach is mainstreamed in all project activities, implemented, tracked and reported on.
• Planning: develop annual, quarterly and activity based implementation plans for SRHR Activities in consultation with the Project Manager.
• Reporting: Prepare, submit, disseminate timely and quality annual, Quarterly and monthly Narrative Reports to the Project Manager using agreed template.
• Monitoring and Evaluation of SRHR activities: work closely with MER Coordinator and Project Manager to ensure effective monitoring and evaluation of the SRHR activities. Carry out performance review with stakeholders.
• Partnership Management: Provide technical, support to partners (CBOs and IPs) in SRHR and Gender transformative approaches.
• Supervise and provide technical support to CBOs and partners assigned to ensure effective implementation of the project and monitor compliance
• Budget Management: take part in development of Annual Budget for SRHR activities, participate in appropriation of budget to partners, monitor budget utilization, and directly implement activity budget not transferred to partners and timely accountability of the funds in line with accounting policies and procedures of Plan International.
• Procurement: participate in developing procurement plans for SRHR activities, raising of Purchase requisitions and appraising the items procured for the unit.
• Risk Management: Ensure effective risk management in the implementation of the project to minimise their occurrence and possible effects on the project in line with Plan International Risk Management policy
• Plan International Policies: Ensure Plan International’s Child protection, Security, Fraud and Anti-money laundering, Partnership and other policies and guidelines are adhered to in project implementation.

The SRHR Coordinator will report to the Project Manager – Decide End Child Marriage Project.
Program Unit Manager Lira – to coordinate implementation level
National Program Manager - Health on strengthening and delivering the Sexual Reproductive components of the project
Gender Equality Specialist on strengthening Gender transformative approaches for the project
External:
• SRHR Specialist at the NO – matrix level
• Executive Directors of assigned partners and CBOs
• Ministry of Health – Adolescent Health and SRHR unit
• Staffs at District Local government (DHOs and PSWOs)
• CSO and Networks that support achievement of project outcomes
• Children
• Community members

Education
• A University Degree in Public Health, Social Sciences, Social Work, Development Studies, Education, Human Rights or any other related field and first degree in a relevant field
• Additional training at Post-Graduate level in project planning and management.

Knowledge & Experience
• At least 5 years’ experience in working with adolescents/youths with a minimum of three years’ experience in management of Sexual Reproductive Health, Social norm change, Ending child marriage and Gender related interventions, preferably with an International Non-Governmental Organization
• Experience implementing projects through partners with a strong component on capacity building for SRHR and CSO strengthening.
• Experience implementing large, complex donor projects, such as USAID-funded contracts, SIDA, MFA, EU etc
• Demonstrated leadership, versatility, and integrity
• Significant practical experience of project implementation in the sector (or closely related sectors) and work related to ending Child, Early and Forced Marriage (CEFM) with a clear rights-based approach
• Expertise in SRHR and knowledge of Gender transformative approach.
• Has developed professional networks in the sector at local and national level
• Business Management competencies required in planning and budgeting for
• programmes and projects; Resource management; Programme and project management;
• People management, especially assessment, feedback and coaching; Risk management

Skills
• Excellent communication, presentation, and writing skills in English
• Excellent project management and team leadership skills
• Partnership management and capacity building of partners
• Knowledge on gender transformative programing
• Knowledge of Gender related policies and strategies
• Advocacy and Networking
• Excellent interpersonal, analytical and communication (verbal and written) skills.
• Knowledge in implementation of rights based programming including principles of gender equality
• Demonstrated skills and experience in report writing and budget management
• Demonstrated problem solving, analytical, and evaluative skills.
• Demonstrated ability to meet deadlines and work cooperatively with partners
• Ability to work with people from diverse cultures, ability to lead and motivate people to work in teams.
• Ability to develop synergies and integration of different project.
• Cultural sensitivity and working with diverse teams
Desirable
• Proven computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Excel spread sheets, e-mail and web based research.
• Excellent oral and written communication skills in English
• Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
