ROLE PURPOSE
The Technical Advisor - Protection is responsible for Ensuring Programme Quality and Gender Transformative outcomes for programming and influencing in the areas of child protection and prevention of violence against women (VAW), in both development and humanitarian contexts and in line with Country Strategy and Global priorities. The Advisor will lead on new programme design, actively support business development and ensure technical soundness of all programme design and program implementation for child protection and VAW work. The Advisor will actively represent Plan International Uganda in relevant technical working groups and other fora at National, Regional and International levels. They will also work closely with Plan International’s global network of National Organisations, its Global and Regional Hubs, and the Protection from Violence technical network, to ensure Plan Uganda is well represented and is up to date with evolving policies and trends.
The Technical Advisor - Protection also has overall responsibility for implementation of Plan International’s Safeguarding Children and Young People Policy across all Plan International Uganda operations, including supporting safeguarding focal points across Plan Uganda to ensure staff are well trained and actively complying with the policy. .

Dimensions of the Role
• Programme Quality– leads the technical area of Child Protection and prevention of Violence Against Women by advising the Country Programme Team (CPT), Project Managers and Programme Area Managers to ensure quality implementation of all Child Protection and VAW related projects and components, in line with Plan International’s Programme and Influence approach, and its global Protection from Violence framework. This includes substantial Child Protection and VAW work in humanitarian contexts and with refugee populations. The role works closely with the Monitoring Evaluation and Research team to oversee quality baselines, evaluations and research, to track progress against outcomes, indicators, milestones and targets of the Country Strategy and consolidate progress for Quarterly, Annual and other relevant reports.
• Programme Design – leads new programme design for child protection and VAW work, actively supporting business development to develop new proposals and liaise with donors. Also supports integration of child protection and VAW work into other proposals under other technical areas (e.g. Education, Health)
• Representation and Partnership – leads Plan International Uganda’s representation with relevant Government Ministries, technical networks and working groups, and with other NGOs and CSOs working in the areas of child protection and preventing violence against women. Also responsible for mapping and meeting potential partners, collaborators and networks; and fostering collaboration on influencing and advocacy initiatives with partners and coalitions.
• Capacity Building – actively supports technical teams, project teams and partners to access regular capacity building on Child Protection and VAW, through direct training support, identifying learning and training opportunities, and working as a mentor and role model to other staff and partners.
• Documentation - Produce high quality documentation on Protection interventions to promote country profile, business development, replication and scaling up of successful models.
• Liaison with other offices in Plan International – including National Organisations, Global Hub and Regional Hub, and other Country Offices for sharing, learning and collaboration on Protection work.
Safeguarding Country Focal Point Responsibilities
• As Safeguarding Country Focal Point this position has overall responsibility for implementation of Plan International’s Safeguarding Children and Young People Policy, across all Plan International Uganda operations, including supporting with safeguarding focal points across Plan Uganda to ensure staff and partners are well trained and actively complying with the policy. This includes leadership of the annual Safeguarding self-assessment and other periodic reviews, training for new staff members and Lead or participate on safeguarding investigations as appropriate.

Key relationships
Reports to the Head of Programme Strategy
Works closely with:
• Country Programme Team – comprising other Technical Programme Advisors to ensure effective integration of Protection activities across all projects, and Gender Specialist, Advocacy and Influencing Manager, Communications Manager and Partnerships Manager.
• Programme Area Managers and Project Managers and Coordinators to ensure Programme Quality and to provide technical support and oversight of relevant programme activities
• Business Development Manager to develop high quality proposals for gender transformative programming in the area of Protection
• Monitoring Evaluation and Research Manager for development M&E frameworks, conduct research and to support monitoring and evaluation of programme impact and documentation of success stories
• Safeguarding focal points in all offices to ensure effective implementation of the Safeguarding Children and Young People Policy


Knowledge, Experience & Education:
• Master's degree (preferred) in Human Rights, Social Sciences or equivalent, with professional training on child rights programming and gender
• At least 7 years’ experience in design and implementation of Child Protection, prevention of Violence Against Women and Gender Based Violence programming in a reputable organization and in both development and humanitarian contexts.
• Demonstrated understanding of environment and current effective practices of Child Protection and prevention of Violence Against Women in Uganda, including existing networks, CSOs and government stakeholders.
• Demonstrated understanding of gender transformative programming and relevant approaches
• Experience overseeing safeguarding and child protection policies at a senior level
• Proposal development and report writing.

Skills required:
• Excellent proposal development and report writing skills. Knowledge of institutional donors.
• Strong verbal communication skills, including networking, negotiating ability and influencing others.
• Strong understanding of effective monitoring and evaluation systems
• Capacity to deal with people of diverse cultures.
• Excellent communication and interpersonal skills.
• Computer literate (Microsoft office)
