In Uganda, our country strategy for the year 2021-2025 focuses on Eye health, Inclusive Economic Empowerment, Disability Inclusion and Inclusive Education.
Currently, Light for the World Uganda implements projects on eye health, inclusive economic empowerment and disability inclusion with a presence in 21 districts.

Role profile:
The Project Officer will implement project activities under the line management of the Eye Health Programme Administrator and in collaboration with the Programmes Manager.

Key Duties and Responsibilities:
• Ensure planning and coordination of project activities with internal and external stakeholders
• Provide technical support for the development and implementation of the project work plan
• Participate in the weekly activity planning meetings
• Participate in the development of monthly and weekly field activity plans
• Participate in the development of project activity tools
• Support the facilitation of project activities in co-ordination with supervisor and other departments within the organization.
• Support regular coordination meetings with implementing partners and field staff
• Support the administration and management of the logistics of the National Optical Workshop
• Support the production and delivery eye health materials to respective recipients
• Develop and keep an appropriate organized filling system as well as keeping track of pending issues
• Control stock of lenses, frames and cases, etc. and provide procurement guidance
• Carry out a bi-annual physical stock taking for the main optical stock and the two intermediate stores for frames and lenses.
• Assort spectacle frames according to their use (e.g. programme, ERRH outlet, Nylon, rimless etc.) and keep records of the stock.
• Screen through sunglasses to select according to brand, gender and remove any breakages.
• Control receiving and forwarding spectacle orders from OCO/Refractionists.
• Participate in the data collection and MERLA activities of the project
• Produce weekly and monthly activity reports and contribute to the development of project reports as required by Light for the World’s MERLA team and donors
• Maintain complete documentation for each activity using relevant tools and recommendations from the Program Administrator
• Contribute to the development of the Program Administrator’s activity reports
• Participate in project review workshops
• Participate in assessments and project monitoring and evaluation activities at field level
• Facilitate participation of stakeholders and beneficiaries in monitoring and evaluation of activities
• Ensure that field data collection is charged with the MERLA team

Other Responsibilities:
• Ensure the strict adherence to organizational rules including the code of conduct.
• Report any incidents in contravention of the code and any other organization policies immediately.
• Perform any other tasks deemed necessary by the line manager

Qualifications, Skills, and Experience:
• Bachelor’s degree in Public Health, Social Sciences, Management or Public Administration or relevant field
• At least three years’ experience as a Project Officer
• Experience in the fields of disability inclusion/ public health / eye health and specifically working with persons with disabilities.
• Excellent use with MS Office (Word, Excel, PowerPoint) and internet and any other statistical packages
• Familiarity with logistics management and procedures
• Knowledge of the project cycle and related tools and methodologies
• Ability to work with and in teams
• Fluency in written and oral English
• Strong report writing

Introduction

Primary Purpose:
This position is responsible for proper maintenance of HR records/files to ensure efficient and effective filing system, management of leave, time and attendance as well as maintenance of work permits and other pertinent documents for international staff in accordance with the guidelines of DOS/PRM and RSC Africa policies and procedures, and support with staff welfare matter. This position serves as an overall support to the HR Officer and HR Manager and may assist in any area of Human Resources.

Essential Duties:
• Maintains an efficient and effective filing system for HR documents, including the filing of staff files using the checklist.
• Organize HR fileserver and manage the archiving of HR documents as per CWS RSC Africa policy.
• Preparation of Payroll Management Reports (PMRs) for international and South Africa staff and communicating the same to HQ for payroll action.
• Ensure smooth coordination of travel and accommodation logistics for new international staff and advise them on the visa requirements.
• Maintains accurate staff list and complete all the information as guided by the supervisor.
• Ensure staff have read, and signed all the policies as required and maintain an up to date staff list with all the policies for quarterly reporting as per Program Integrity Guidelines.
• Maintains an up to date emergency contact list for CWS Africa.
• On-board new hires (collect new hires documentation, prepare of IDs and issuance of access cards to new hires and visitors)
• Work with IT to ensure access cards are activated and returned when not in use especially by the visitors and exiting staff.
• Support with recruitment exercise and communication with candidates.
• Manage staff leave, timesheets, and communicate to the payroll person.
• Prepares regular reports including: monthly overtime report, monthly sick and annual leave report for Kampala, and monthly international staff work permit report.
• Maintains a thorough understanding of Ministry of Internal Affairs requirements for work permit and identity card processing/cancellation for international staff.
• Maintains a notification system for work permits, visas and ID renewals and liaises with the individuals and their supervisors.
• Work with HRO to ensure international staff work permits, visas and IDs are processed in good time.
• Maintains updated copies of staff documentation including passports, vaccination cards, national ID, and educational certificates.
• Ensure staff exiting have been provided with clearance forms and exit interview global link.
• Prepares certificates of service for separated staff in accordance with CWS Africa’s standard operating procedures and relevant labor legislation.
• Prepares monthly probationary report and share with supervisors/managers a month before the probation end date.
• Maintains and updated staff list (new hires, promotions, deletions, etc. and saved on the file server by end of every month).
• Maintains notification system of pending employee performance reviews and liaise with the supervisors and employees concerned.
• Maintains contract expiry dates and update the unit heads two months in advance.
• Supports with the development of SOP and implementation of the same.
• Ensure staff medical and other insurance coverages are up to date. This includes but is not limited to enrollment, deletions, issuance/replacement of medical cards, trainings, debits, credits, evacuations and monthly reconciliation of the payments.
• Performs other duties that may be assigned to ensure effective and efficient administration of CWS Africa Human Resources section so as to meet the program’s objectives and maintain high professional standards.

Qualifications:
Experience:

• Four (4) years work experience required
• One (1) year experience in a busy HR office is required.
• Experience in the Non-Governmental sector preferred.

Skills:

• Strong computer skills, in particular Microsoft Excel, Word, Outlook and Access
• Excellent English communication skills, both oral and written
• Excellent organizational and time management skills
• Excellent understanding of confidentiality
• Strong interpersonal skills
• Strong analytical skills with the ability to understand, process, and document information

Education & Certifications:
• Bachelor’s Degree or four (4) years of relevant paid experience in lieu of a Bachelor’s Degree required.
• Diploma in Human Resources strongly preferred.
• Member of Institute of Human Resource Managers Association of Uganda

Abilities:

Special Requirements:

Job Post Program Officer Education and Child Protection Kyaka II & Kyangwali
The Program Officer (PO) provides ongoing, implementation, monitoring & evaluation and reporting in regard to the execution of the Emergency Response activities, including child protection and education components. Activities ensure children (and their care givers) in the refugee settlement regain access to safe living environments, access education and skills development opportunities and are protected from harmful abuse.

EXPERIENCE AND SKILLS
Essential:

• Minimum Bachelors’ Degree Education, Development Studies, Psychology, Child Development, Child Psychology, Community Psychology or any equivalent accrued working experience in a related position;
• At least three years’ relevant experience implementing, supervising, monitoring and evaluating field-based child protection or education projects with an NGO, particularly focusing on children’s rights, preferably in an emergency setting;
• Ability to train, mentor and coach ECCD Caregivers on the learning framework, ELM at Centre, learner Assessment, material production and play based learning
• Good understanding of child rights issues and child rights instruments.
• Specific familiarity with child rights issues in the NGO world or work.
• Ability to interact with communities; children and adults as well as other stakeholders at sub-county and district levels.

Job purpose:

She/he is to identify, train and support volunteer FLT Trainers, provide advice and mentoring on adult teaching methodologies and on financial literacy course content, monitor training delivery and collect data.

Qualification and Competencies

• Bachelor’s degree in Adult Education/ Pedagogy, Business Skills, Livelihood, Community Development, combined with some knowledge about financial literacy.
• At least 1-year professional work experience with communities and NGOs.
• Willingness to work and live in rural project location.
• Ability to work with minimal supervision and achieve results.
• Ability to use standard computing packages.
• Motorcycle riding skill is a MUST. This will be verified with interviewed candidates.
