Job Description
The German Ministry for Economic Cooperation and Development (BMZ) has commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda”, co-funded by the European Union. The main objective of the programme is that selected state and civil society actors in Uganda are in better position to work towards the compliance with human rights and governance principles in their respective areas of responsibility. Structurally, the programme focuses on two main components: Advancing Governance and Accountability (AGA) and Strengthening Civil Society in Uganda Support Programme (CUSP).

Under Advancing Governance and Accountability, GIZ works with the Office of the Auditor General (OAG), the Inspectorate of Government (IG) and the Public Procurement and Disposal of Assets Authority (PPDA). Through collaborative efforts between the OAG, IG and PPDA the component seeks to strengthen the fight against corruption and to increase accountability and transparency in Uganda.

GIZ seeks to recruit three (03) Technical Advisors to plan, implement and monitor social accountability activities under AGA with a specific focus on promoting transparency, accountability, and anti-corruption in local government through supporting multi-stakeholder forums such as the District Integrity Promotion Forums (DIPFs) and rolling out the use of digital accountability tools such as the Contract Monitoring System (CMS) and the Citizens Feedback Platform (CFP).

The three advisors will be based in Mbarara, Gulu or Mbale and will be working closely with the partners from state and non-state institutions in the respective regions.


Key Responsibilities
The Technical Advisor will be responsible for:
• Ensuring that the OAG, IG and PPDA develop stronger relations with their stakeholders.
• Enhancing the mechanisms in which the OAG, IG and PPDA receive feedback from their stakeholders, especially through the available digital social accountability platforms.
• Support CSOs to utilize the CMS and CFP and build strong partnerships with PPDA and OAG.
• Enhance cooperation among CSOs operating within the region.

Specific Tasks
Professional Advisory Services
• Participate in identifying needs for external support and technical advice to partners of AGA.
• Advise on how to engage with and build strong stakeholder engagements.
• Assist in designing ToRs and support in the selection and supervision of third parties.
• Participate in the design, preparation, and implementation of events in their respective region.
• Monitor the implementation of interventions and document the progress of activities.

Coordination Tasks
• Assist with general project planning and develop project concepts for regionally based partners.
• Coordinate relevant project activities in consultation with colleagues and the partners.
• Compile the relevant information for activities and assignments in the region.

Knowledge Management
• Compile information and ensure knowledge transfer in the program and among partners.
• Develop ready-to-use strategies and technical concepts, including guidelines and manuals.
• Formulate appropriate input for various project reports including annual reports.
• Assist with research activities and studies in accordance with project requirements.

Knowledge Exchange
• Engage with the colleagues of CUSP to exchange views on their strategic direction and ideas.
• Meet regularly with other advisors from the program for updates on the progress of the activities, including regular travels to the centrally based office and project offices.

Other Duties/Additional Tasks
• Stay updated with GIZ project standards, concepts, and state of project implementation.
• Undertake further job training related to the position and duties.
• Perform other duties and tasks at the request of management.

Required Qualifications, Competencies and Experience
Qualifications
• University degree (bachelor) preferably in social science or political science.
• Professional Experience
• More than five years of relevant professional work experience relating to the thematic areas of governance and accountability.
• Considerable professional experience with or in civil society organisations or networks.
• Experience in results-based M&E and results-oriented project management.
• Experience in delivering professional training.
• Experience in digitally aided social accountability desirable.

Other Knowledge and Additional Competences
• Excellent analytical and report writing skills.
• Excellent interpersonal and communication skills, ability to summarise complex information.
• Excellent Computer skills, advanced user of Word, Excel, and Power Point.
• Creativity, innovative thinking, and the ability to adapt quickly are desirable traits.
• Driving skills with a Valid driving licence.
