EXPRESSION OF INTEREST FOR THE TILENGA PROJECT LIQUIFIED PETROLEUM GAS RECOVERY PLANT CONTRACT

TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2 North, in conjunction with Joint Venture Partner(s), invites experienced and reputable contractors to express their interest in providing the Pre-FEED, design, procurement construction, commissioning operations and decommissioning phases of the Tilenga project Liquified Petroleum Gas (LPG) recovery plant. The
LPG plant will process 23 MMSCFD of HP associated gas from the Tilenga project crude oil Central Processing Facility (CPF), under a Design, Build, Own, Operate and Maintain (DBOOM) contract (or ahmative contractual scheme) for future oil production as part of the Tenga Project in Uganda
General Field Development Description:
The Tinga of and associated gas development (Project) is in the North-East area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block. Four vertically stacked reservoirs are developed. The facilites include well pads (30+) and an industrial area containing the Central Processing Facility (CPF) Scope of Work:
The Scope of Work (SOW) for the LPG recovery plant shall cover ApreFEED study
The design, procurement, construction, commissioning and ownership of the following
• An LPG recovery unit (recovery from the Tilenga project CPF). including the full process treatment chain
• An LPG recovery unt flare
• LPG recovery unit uities
• LPG storage (15 days production storage)
• Truck export loading bay
• An operation building
Operation and maintenance of the process units for a minim 10-year contract (maximum is 20 years)
Decommissioning, including site restitution of the facilities above.
The Sow above shall be performed under a Design, Build, Own, Operate and Maintain (DB00M) contract or any alternative contractual scheme.
Minimum requirements:
• Mandatory current registration to or application to be registered to the National Supplier Database as required by the 2016 Upstream Petroleum Regulations of Uganda
• Commament to statutory national content requirements for oil and gas operations as required by 2016 Upstream Petroleum Regulations of Uganda
• Compliance with Economic Sanctions and Export Control (ESEC) regulations related to a sanctioned country
• Must have a Health, Safety, Security, Social, Environment and Quality (H3SEC)management systern, and related procedures in compliance with local and international standards
• Must have valid applicable national or international licenses or permits including Trading Licenses
• Technical capabilities to perform the required services or works Should have qualified and certified personnel to deliver the services Should have quality control and assurance capabilities
• Should have financial capability to deliver the required services
• Bidders must have all applicable and valid 150 Certifications •Must be tax compliant
• Compliance with National Social Security Fund (NSSF) guidelines for companies registered in Uganda and its equivalent for international companies
Interested companies that meet the above minimum requirements should submit a request by email to EP-UGEP EOH-TILENGALPG@totalenergies.com on or before 31 October 2024 Noon Kampala time (GMT+2), in order to receive the invitation for the Request for information & Quotation for the Tilenga project LPG recovery plant contract
Note: Only companies following such process will receive invitations to submit bids. The next step will be a request for information and quotation which will be followed by a compensated Pre-FEED and a call for tender process. The full process will be handled via COMPANY official e-sourcing system SAP-ARIBA.
