JOB DETAILS:
The UVRI-IAVI HIV Vaccine Program (UVRI-IAVI) is a not-for-profit organization limited by guarantee. The Program is experienced in Phase I-III clinical trials in diverse populations.
UVRI-IAVI has made increasingly valuable contributions to national priorities and the broader global health space. There are global health shifts highlighting the value of institutions that are locally led by scientists and leaders who are strongly embedded in the communities and context of operations. Funders are transitioning to providing funding directly to local entities.
UVRI-IAVI is working towards becoming a fully locally led entity. IAVI, working with the Board and UVRI, have appointed a Taskforce to help with the transition and growth of UVRI-IAVI. The Taskforce has been appointed to oversee the transition. The Project Manager will work directly with IAVI, the Taskforce, and report to the Taskforce Chair.
Job Purpose:
The Project Manager will have overall responsibility for ensuring implementation of Taskforce actions and overall coordination of their meetings and activities.
Scope of Work:
With support from Taskforce, Board chair, and Program, the role will have overall responsibility for activities relating to the UVRI-IAVI Program transition. This will include management of stakeholders, and project partners; as well as Taskforce budget management, reporting, and risk/security planning. The Project Manager will support the human, financial, and other structural needs of the Taskforce.
Key Working Relationships:
The role will liaise closely with UVRI-IAVI HIV Vaccine Program Management, Taskforce, regional and global stakeholders like IAVI.
Key internal working relationships include the Taskforce Chair, Board members, and UVRI-IAVI Management.
Key Accountabilities:
Support Implementation of the Taskforce Actions:
Under the strategic guidance of the Taskforce Chair and Program Management, oversee the UVRI-IAVI Program transition process. Specifically:
• Ensure a smooth transition into not-for-profit operations and scientific delivery of the organization.
• Ensure that all contractual, legal, and ethical requirements are followed, both for staff and clients.
• Ensure proper communications to the various stakeholders are followed.
• Ensure as expected that this restructuring is done in a way that minimizes risks and avoids the risk of redundancy.
• Ensure that during the transition there is protection of property, data, and samples.
• Arrange Taskforce virtual and physical meetings, including taking of minutes.
• Contribute to the development of Taskforce reports and outputs.
• In the execution of duties, ensure confidentiality and transparency.
Person Specification
Qualifications and Experience:
Essential:
• Degree in public administration and management, public health, project planning, or relevant discipline.
• Extensive work experience as a project manager in public health-related projects, and a proven ability to deliver high-quality project outputs and staff.
• Experience of budget management and providing financial oversight.
• Experience of multi-partnership management, Project Management including planning and forecasting, and effectively ensuring completion of projects.
• Experience in leading and effectively guiding and motivating others to successful completion of a project and coordination of multiple stakeholders.
Work-Based Skills:

• Established team leadership skills.
• Excellent coordination and time management skills.
• Excellent strategic, analytic, and systems thinking.
• Ability to create functional work relationships at a distance and to relate to people across locations, functions, and levels of seniority.
• Excellent interpersonal and communication skills.
• Good report writing skills in English.
• Attention to detail.
• Fluency in English.
Desirable:
• Experience in health-related not-for-profit organizations in Uganda.
• Experience in designing and implementation of projects related to Medical research.
• Experience in managing risk and organization transition.
