Project Tittle: Strengthening Social Cohesion and Stability in Slum Populations.
Background Action for Fundamental change and Development (AFFCAD) is a nongovernmental organization founded in 2009 in Bwaise, one of Kampala's poorest slums to support vulnerable communities through children and youth empowerment programmes.
The initiative intends to bring fundamental and sustainable change in the lives of slum youth through trainings in technical, vocational, civic and lite skills to enable them to achieve their potentials. For over 10 years AFFCAD has reached over 3000 youth in the slums of Bwaise and Kisenyi through Vocational training with an aim of boosting economic empowerment and self-reliance among young people in slum communities. Through the project Strengthening Social Cohesion and Stability in Slum Populations, (SSCOS) Kampala over 270 Small Business have been established.
These youth supported with Startup kits have undergone vocational trainings in the AFFCAD Kisenyi and Bwaise training centers. The organization has also provided scholarships to 400 children in Bwaise slum and has engaged over 6000 youth in the Beera-clear Prevention of Violent Extremism messaging campaign. Through reflections on AFFCAD's work done so far, AFFCAD wants to take time to gauge its impact and package its services in an even better way that will enable it to communicate its work better but above all further empowering of its staff members to do better service delivery in programs which will help us even transform our communities better.
AFFCAD would therefore like to engage institutions or individual Consultants to provide Capacity Development services in the following areas;
Objective And Scope
The objectives of the consultancy are to: a) Conduct an assessment and to provide an overview and
analysis of the capacity strengths, weaknesses, gaps, opportunities and demands in the organisation. The Assessment should in particular, as far as is practical and realistic, identify and analyse the main human capacity weaknesses individual, organisational and societal) and should highlight any deficiencies in the organization, b) The expected results should be well defined to analyse the dynamics that explain present capacity, identify driving forces for change to ensure effectiveness of the capacity development that will enhance the ability of the organisation to meet its commitments according to the strategic plan
Key Deliverables
An inception report including a work plan, detailed methodology, report format and timeline, to be submitted within 7 days from the commencement of the assignment. A draft capacity needs assessment consolidated report including a capacity development strategy addressing at least the following key issues,
a. Capacity challenges ai..yanizational and individual levels
b. Current capacity development opportunities in the organization;
c. Specific capacity needs and priorities at the organizational and individual levels
d. Recommendations for the most suitable, effective, efficient and affordable modes of capacity development to meet the identified needs. - Schedule and time table for the capacity building workshop. - Presentations and participation at the workshop as agreed with the AFFCAD office Final capacity needs assessment and capacity development strategy Policy recommendations or amendments of the existing, shall be designed by the consultant as agreed by AFFCAD

Skills And Experience Required Of Consultant
• Profound knowledge in Organizational Capacity Development and in the above capacity areas
• A minimum of Masters' degree and 5 years relevant work experience in providing Organizational Capacity Development services to organizations.
• Excellent analytical, writing and communication skills Strong facilitation, interpersonal skills and the ability to communicate and work well with diverse people.
• An application letter addressing the qualification requirements including how the candidate's previous experience matches the consultancy objective.
• An updated CV or organizational profile including samples of past work, and copies of credentials, and names and addresses of three references
