A. Responsibilities
• The Adviser on Monitoring & Evaluation, Knowledge Management and Policy Support is responsible tor
• Support and development of a M&E System for the entire project
• Preparation of regular progress reports, documents and articles on project results and innovation am} creation of knowledge management 4. g
• Working closely with the Export of monitoring and evaluation of GlZ HQ
• Establishing a knowledge management system to capture innovation, results and best practices
• Support the policy dialogues on the implementation of “Voluntary Guidelines on the Responsible Governance of Tenure” (VGGT)
The Adviser on Monitoring & Evaluation, Knowledge Management and Policy Support performs the following tasks:

B. Tasks
1. Monitoring and Evaluation
• Support the development of an efficient M&E System for the project
• Mainstream the application of the M&E system and ensure its i utilization by the entire project team and its direct partners
• Prepare regular progress and monitoring reports and indicate possible delays on time
• Support of research projects and studies to be conducted to analyze the results cl the project
• Ensure results of the project are professionally communicated to external partners
• Support the preparation of progress reports to the EU and Germany Ministry using the applicable formats

2. Knowledge Management
• Develop a easy to use and accessible knowledge management system for the project
• Prepare documents and publications on project innovation and results to be published and shared externally

3. Polity Dialogue
• Support to the multi stakeholder dialogues on the implementation of “Voluntary Guidelines on the Responsible Governance of Tenure” (VGGT) In close collaboration with the team leader
• Other duties and tasks at the request of the team leader

C. Required qualifications, competences and experience
Qualifications
Degree in relevant field, preferably in Land Management, Communication, Design, Social Science

Professional experience
• Minimum 3 years’ professional experience in Monitoring and Evaluation, knowledge management
• Working knowledge on land issues and legislation in Uganda in particularly on Mallo and Customary land
• Land survey and GIS experience
• Familiar with the regions of Teso and Mityana/Mubende and its cultural and ethnical compositions
• Very good knowledge of English and at least one of the following languages; Ateso or Luanda‘ Knowledge of Kumam language is an added value

Other knowledge, additional competences
• Experience in visibility and M&E requirements of EU funded projects
• Good working knowledge of ITG technologies and computer applications (MS Office, picture and movie editors, design software, WWW, etc.)
• Strong organizational and management skills
• Ability to analyses data and produce quality reports
• Problem solving skills and strong result-oriented
• Proven ability to work with rural communities and in multi- disciplinary sessions
• Strong understanding of cultural, socio-ethnical context in Teso and Buganda region
• Experience on gender mainstreaming
• Experience in organizing workshops and multi stakeholder events
• Active, flexible and dynamic team player and excellent networker
• Excellent writing, communication and coordination skills
