JOB DETAILS:
BACKGROUND AND PURPOSE: The position is the custodian of the grand vision of the scaling up digital solutions and the use of data in WFP Uganda programmes and operations. The incumbent shall be responsible for initiating projects, requirements gathering, and project coordination for the delivery of digital and data solutions. They will aim to maximize the value brought by IT digital solutions by proactively seeking and understanding business and end-user requirements. They will coordinate and prioritize the work to be done to realise these solutions. The position aims for IT digital and data solutions which achieve the highest quality in terms of technical usability, user acceptability, and domain suitability.

KEY ROLE & RESPONSIBILITIES:

1. Contribute towards the development of a wide variety of Technology (TEC) projects, plans, and processes, ensuring alignment with wider programme strategy, policies, and digital transformation agenda.
2. Deliver digital solutions, automation of business processes, data analytics and mobile applications in a timely manner according to priorities and budgets.
3. Seek and identify opportunities to improve CO operations using digital systems – advocate for their adoption and collaborate with the business teams/units to plan, coordinate, and implement the digital systems.
4. Use standard Business Analysis techniques to draft proposals relating to digital projects. Capture, analyze and document (i.e., through diagrams, flowcharts, data models, user experience designs, storyboards) business requirements for IT solutions and services following WFP policies, standards, and strategies.
5. Function as a project manager; manage estimates, prepare business cases, carry out resource planning, risk identification, coordinate activities and manage issues for the effective delivery of IT solutions.
6. Support and contribute to strategic thinking, policies and guidelines on digital systems and tools in line with the Country Strategic Plan, ensuring alignment with corporate WFP policies and guidance.
7. Troubleshoot and fix issues in production and at deployment stage.
8. Contribute to technical capacity building by producing technical documentation, user guides, and standards. Organize and deliver training sessions, knowledge sharing sessions and contribute to TEC newsletters.
9. Contribute to data driven decision making, integrate data from various back-end services and databases; map existing data infrastructures, data sources, data flows, and prepare raw data from these multiple sources for analysis and reporting. Serve as a focal point and advocate for data analytics and reporting.
10. Support the identification, development, and management of potential partnerships for collaborative implementation of digital information systems.
11. Collaborate with developers as needed to ensure timely delivery of features of digital tools, including continuous enhancements.
12. Collaborate with relevant government entities, cooperating partners, and relevant stakeholders to support integration of data sources in digital information systems and tools for effective service delivery.
13. Manage, develop, coach, and mentor team staff. Provide technical support to cross functional team members in relation to design decisions, implementations, and adherence to consistency across WFP digital platforms.
14. Perform other duties as requested by your supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: An advanced degree or a first level degree with 5 years of related work experience, in Computer Science, Data Science, Information Systems, Statistics, Engineering Communication, Sociology, Digital/Product Design or another related field.

Experience: At least three years’ experience: deploying Information Management Systems like Identity and Benefits Management systems, or, developing database software solutions, or integrating data analysis systems.

Knowledge & Skills:
• Strong analytical and reporting skills, including the ability to analyze and report on research findings and draw actionable conclusions.
• Familiarity with data management tools like (Server-side – Python: Django/Flask/Pyramid, PHP: Zend Framework, Front-end - React, Content Management - Drupal, Databases: MariaDB/MySQL, PostgreSQL/PostGres, DevOps - Docker, or similar is an added advantage
• Experience with Big Data including AI and ML
• Experience in briefing management on project progress.
• Experience working closely with deployment, design, and development teams to optimize user experience on digital solutions.
• Advanced knowledge of digital solutions best practice,
• Certification in Project Management methodologies is an added advantage.
• Certification in Business Analysis is an added advantage.
• Excellent communication skills, including the ability to adapt communication style to a range of different stakeholder groups.

Languages: Fluency in oral and written English, including strong writing skills.
