JOB DETAILS:
Main Purpose of the Post
The Community Liaison Officer is responsible for upholding and sustaining a positive public image of the project, by building a trustful relationship with all project stakeholders including, but not limited to impacted communities, CSOs, and local authorities
Key Duties and Responsibilities
• Work closely with other project teams and contractors to ensure respect and good relations with communities and stakeholders.
• Ensure concerns, questions and expectations raised by local stakeholders are collected and reported.
• Monitor community attitudes toward the project & ensure relevant information is conveyed to the manager
• Identify opportunities to support initiatives benefiting local communities Ensure that local stakeholders are appropriately informed of ongoing and future operational activities.
• Participate in the monitoring of HSSE behaviour in the field and report on discrepancies.
• Help to maintain an updated listing of local stakeholders.
• Participate in the development, implementation and strengthening of the grievance management system.
• Coordinate with the community relations supervisor to implement the Stakeholder Engagement Plan (SEP) and ensure the compliance of field activities with international standards and requirements.
• Participate in site briefings with security, operations, and contractors Monitor, organize and lead local stakeholders (authorities and communities) engagement ie consultation, disclosure meetings, grievance committee meetings, and management systems.
• Verify and ensure proper understanding of all information communicated to local stakeholders.
• Identify any critical situations, report and propose mitigation measures.
• Comply with all reporting requirements, including providing updates on the status of grievances
Qualifications
• Degree in communication, social sciences, social work and social
• administration, law, community psychology, or related discipline.
• Minimum of 5 years of professional experience working with rural communities in Uganda, preferably within the area covered by the future pipeline and terminal.
• Professional experience in community mobilization, education & dialogue, stakeholder engagement, and grievance management experience, especially in the extractive industries is an added advantage. Knowledge of local languages is mandatory (Rugungu, Alur)
