Conflict Transformation Officer
HEKS/EPER is the aid organisation of the Protestant Churches of Switzerland and has its headquarters in Zurich/Switzerland. HEKS/EPER is active in development cooperation and focuses, amongst others, on civil society strengthening and conflict transformation. HEKS/EPER has coordination offices in 16 countries and implements around 150 projects worldwide. HEKS/EPER has been active in the region since 1980s and 2016 in Uganda with a strong focus on conflict sensitivity and/or measures for conflict transformation in its country programmes.
For the implementation of a livelihood and conflict transformation project in the Bidibidi settlement we are looking for a Conflict Project Officer.
Role Profile: Livelihood and Conflict Transformation Project
Project Name: Conflict Transformation Officer
Title: Project Coordinator
Reports to: 100% based in Yumbe with frequent travels to Bidibidi
Contract Duration: 12 months (renewable)
Effective Date: 17th August 2020

The project aims at enhancing secure livelihoods for refugee and host communities in and around the settlements combined with conflict transformation components. The project will apply a conflict sensitivity approach by exploring and implementing means to mitigate source of latent or open conflict and designing means towards strengthening capacities for peace. .

Responsibilities
• Carry out an in-depth conflict map identifying different interest groups, source of tension and capacities for peace.
• Develop analysis of the impact of project activities on existing socio-political dynamics; development and implementation of adjustments in order to enhance on conflict sensitivity.
• Establish and facilitate men, women and youth forums across identified divides. (or alternatively: with representation from different actors groups)
• Conduct peaceful coexistence sensitization meetings with Farmer Groups and community members, including women, PSNs, elderly and Youth.
• Organise and support Farmer Groups and community members to facilitate dialogues and mediation meetings using Neighborhood Assemblies approach
• Build capacity on conflict sensitivity and conflict transformation for right holders and duty bearers as well as the project team members.
• Organise strategic conflict prevention and peace building events like community driven awareness campaigns on peaceful coexistence (e.g. drama, sports, drawing competitions
• Organise and support peace clubs in schools
• Develop IEC materials with peacebuilding (topic related) messages and disseminate to relevant stakeholders
• Strategic steering and coordination of the peace building component of the project
• Ensure the development of the monitoring and results measurement, as well as knowledge for steering, accountability and learning for the peacebuilding component.
• Participate in platforms, cluster and technical meetings which are relevant to the project
The CT Officer will report to the Project Coordinator and be part of the project’s steering committee. S/he will benefit from technical and thematic support from a multidisciplinary experienced team at country and HQ level (remote coaching and on-site inputs).

Qualifications
• Academic Degree (Master or equivalent) in a subject relevant for the programme.
• Strong expertise on conflict sensitive programme management.
• At least 3 years’ experience of designing, coordinating and implementing conflict transformation activities.
• A winning and motivating character with good facilitation skills working with diverse and inclusive target groups with right holders and duty bearers.
• Experiences in dealing with the past and trauma an asset.
• Strong commitment towards enhancing peace and justice.
• Strong analytical skills.
• High social competence and empathy as well as sensitivity in working in a conflict affected context.
• Good knowledge on rights-based programming.
• Experience in CSO capacity building.
• Good knowledge of the region and culture of the different actors’ groups in Uganda and South Sudan.
• Excellent English language skills, both oral and written.
The Conflict Transformation Officer will work on a HEKS/EPER annual contract with the option of renewal until the project’s end (3 years).
