Terms of Reference for A Consultant To Develop A Country Safeguarding Strategy For Oxfam In Uganda
Background of Oxfam in Uganda

All the themes work towards influencing policy and practice, youth and women empowerment, inclusive participation in decision making at various levels, and capacity strengthening of national and local actors.

Purpose and Objective of the consultancy
Purpose
Oxfam is deliberately committed to offering a safe and trusted work environment, meeting the duty of care it owes internally (its staff, volunteers and internees), and externally to its stakeholders (the community it serves, clients, donors, governments, regulatory authorities and consultants). To achieve this, Oxfam in Uganda has initiated a process to develop a safeguarding strategy in line with the global one that will lead to a safer and trusted environment for its staff, project participants and stakeholders. It is based on the premise that Oxfam in Uganda intends to hire a consultant to develop its country Safeguarding Strategy.
Objective
To promote the interests and well-being of children and vulnerable adults with whom Oxfam works with by taking all reasonable practical steps to protect them from harm, discrimination, or degrading treatment and respecting their rights. This is well aligned to Oxfam in Uganda’s Country Strategy (OCS) for the period 2020 – 2030 whose goal is a peaceful and resilient society where people’s rights are upheld, and state and nonstate actors are responsive and accountable.
This is to be achieved through four strategic objectives namely; Inclusive and accountable governance systems put in place to promote rights of vulnerable persons, People are economically empowered and have resilient livelihood, Persons vulnerable to crises are safe, secure and resilient, and enjoy dignified lives and Women and girls are empowered, enjoy their rights and live in dignity. The country program will invest in prevention against all forms of abuse including sexual harassment, exploitation and abuse (SHEA) and child abuse. This is aimed at ensuring that staff and partners understand the risks the communities face, and design mitigation plans to address them.
More importantly, there will be establishment and strengthening of safe and accessible mechanisms and encourage communities we work with to speak out and report concerns and incidents, including PSEA and child protection concerns, which Oxfam will timely and professionally respond. We will hold ourselves to the highest ethical professional standards and take a zero tolerance to all forms of exploitation, corruption, nepotism, abuse of authority and fraud.
Anchored on Oxfam International's safeguarding policies, and core standards, we will ensure that Oxfam core and associated staff, and people we work for feel safe while participating in Oxfam programs and in all Oxfam's spaces. The organization's practices, policies and systems will create a conducive environment for women and all program participants and project stakeholders.
Scope of work and Timeframe
• Desk review of Oxfam global strategic safeguarding commitments, including for ONL as Executing Affiliate on the current and emerging safeguarding issues, trends and approaches in the wider humanitarian sector in Uganda.
• Document review of the recently concluded assessment report on Community Based Feedback and Complaints Mechanism along with relevant policies, operational frameworks to crystalize issues pertinent to safeguarding and policy influencing
• Consult different stakeholders internally ( Oxfam staff with samples picked from across field locations within Uganda) and externally including but not limited to the following; Government of Uganda (Office of the Prime Minister, Ministry of Gender, Labor and Social Development, Ministry of Justice and Constitutional Affairs and Uganda Police), UN agencies (UNHCR, UN Women, UNFPA and UNICEF), Oxfam’s implementing partners, Operational partners in West Nile, Kampala and South West and cultural and religious institutions.
• The timeframe for this consultancy is estimated to be 30 days.
Expected outputs/deliverables
• Present a written holistic safeguarding strategy for Oxfam in Uganda
• Develop a framework and plan to build a safeguarding culture that should address; Staff capacity development on safeguarding,
• Develop procedures for compliance with safeguarding in recruitment, induction and training of all staff on safeguarding and how this is adopted to the Ugandan context.
• Provide mechanisms for identification of internal designated safeguarding focal points.
• Develop procedures to respond to safeguarding achievements, learnings and violations.
• Develop a final report with recommendations on staff and partner training frequency, refresher training, and further capacity development that may be needed based on observations and field visits.

Experience/qualifications
• The person engaged will be expected to have worked with protection, child protection and gender in both development and emergency settings.
• The person should also have worked in programme management capacity in development and emergency settings and have some field experience.
• Experience in facilitating training of personnel/staff
• Degree in social sciences, social work, human rights and preferably with a focus on protection/ child protection/ child rights
• Hold a track record of delivering safeguarding and PSEA consultancies including designing, implementing, and conducting whole organisation safeguarding reviews, final report writing and recommendations.
• Possess qualitative and quantitative data collection monitoring and analysis skills.
• Be an excellent report writer and communicator.
• Be able to provide in-depth technical analysis and recommendations in safeguarding policies, procedures, reporting, and report handling and organisational culture and change.
• Have substantial knowledge and senior level experience of concepts, approaches and application of protection, GBV programming and Prevention Against Sexual Exploitation and Abuse (PSEA) policies and best practices in humanitarian and development contexts.
• He/she should have familiarity with the latest developments in the inter-agency PSEA strategies and responses and humanitarian cluster systems.
• He/she should be well conversant with Feminist principles and approach to programming.
