JOB DETAILS:
Project Summary: The USAID Uganda Health System Strengthening (UHSS) Activity aims to strengthen Uganda’s health system through technical assistance and capacity building that will improve leadership and accountability for results in the public and private health sectors and at national, sub-national, and community levels: implement innovative interventions that increase efficient use, good governance, and management of key health system resources that include human resources for health and health finance, and strengthen state and non-state actors at the community level (including a focus on malaria prevention) that are critical for improved and quality health services.

Purpose of KMC Specialist services: As the UHSS Activity ends in October, the project team is planning a close-out event in mid-September to showcase the results achieved. The KMC Specialist will support the overall coordination and content development of the UHSS’s closeout event including proving C-MC services during the event.

Duration of the assignment
The assignment is for a duration of up to 30 days between August 1 to September 19th, 2024.

Deliverables
• Help select the venue
• Coordinate content development for the UHSS Closeout event (in collaboration with graphics)
• Invitations sent out to all participants on time and RSVPs monitored to adhere to participant maximums
• Fully developed UHSS Closeout checklist and monitoring of its implementation
• Well-coordinated UHSS Closeout event
• Successful UHSS Closeout event
• Co-MC services provided at the event

Working arrangements Institutional Arrangements
The consultant will report to the UHSS Chief of Party, or his delegee, regularly once he/she joins the team. The consultant will liaise, interact, collaborate/meet the staff at UHSS and partners. UHSS will also support the consultant in the following:
• Access to reports and data relevant to the assignment. These will include donor reports, project documents, and donor reports.
• Support and assistance to gain access to relevant stakeholders for consultations to the extent possible.

Required skills and experiences
• Minimum of a master’s degree in Humanities, Media and Mass Communication, Communication for Development studies, or another relevant field.
• At least 10 years of experience in similar roles and assignments
• Hands-on USAID experience as a KMC Specialist
• Experience providing KMC services or support for USAID closeout projects
• Fluent in English and outstanding communication and presentation skills
• Experience working for international organizations.
• Ability to deliver high-quality work even when under pressure.
• Excellent programming skills

Price Proposal and Schedule of Payments:
The service provider must send a financial proposal/quotation based on their professional rate for the days of work. The total amount quoted shall be all-inclusive and include all cost components required to perform the deliverables identified in the TOR, including professional fees, per diem (meals, transportation, accommodation), communication costs and any other applicable cost to be incurred by the service provider in completing the assignment. The situation will vary based on the assignment.

Evaluation Method and Criteria for the service provider
Will be evaluated based on value for money and technically compliant offers. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as both: a) responsive/compliant/acceptable, and b) offering the best value for money.
