ACDI/VOCA with consortium partners are in final year of contract agreement with USAID to implement the RWANU project in Southern Karamoja. Notably, RWANU has been operating in the Southern Karamoja Districts of Nakapiripirit, Moroto, Amudat and Napak since November_2012 and now in its last year of implementation. Throughout the last four years, RWANU has been building the capacity of farmers/ beneficiaries and including field based staff in all sectors of the project. The overall purpose is to create an enabling environment where beneficiaries acquire technical skills and knowledge to adopt to better ways of improving their own livelihoods, to be able to absorb shocks, produce enough food, so as be self-reliant and food secure and earn income from the production. In order to achieve this, capacity building development training for the district officials is recommended to ensure efficient extension service provision to the already established beneficiaries for continuity.

ACDI/VOCA, seeks to hire the services of a sole consultant or a consultancy firm who will be tasked to train and build capacity of the district officials to ensure efficient extension service provision to the already established beneficiaries for continuity and for sustainability of the interventions after RWANU project phases out.

The responsibilities of consultant/consulting firm include but are not limited to:
• Refresh and equip the district officers with knowledge and skills, such as extension methodology based on processes and methods approved by ACDI/VOCA.
• Introduce the district officials to economic and livelihoods development theory
• Introduce the district officials to RWANU beneficiaries’ learning experiences
• Plan for a smooth transition and handover of project sites during closeout period
• Enhance the district officials' job performance

ALL training materials will be pre-approved by ACDl/ VOCA management.

Expected timeframe: January 2017.

Minimum Qualifications & Skills
• Extensive experience and proven record in trainings within the domains and conversant with economic development looking at livelihoods and economic development theories
• A good understanding and experience of working, and or training local governments stakeholders
• Good knowledge of food security issues, sustainable agriculture, value chain development and implementation or market facilitation approach and programme management
• Good understanding of NGOs operations modalities
• 5 years + experience in capacity building development where more of the 4 years focus on food security and livelihoods in an NGO setting
• A good appreciation of cultural diversity and community development dynamics focusing on the prevailing Karamoja challenges
