Project Tittle: Strengthening Social Cohesion and Stability in Slum Populations
Background Action for Fundamental Change and Development (AFFCAD) is a non-governmental organization founded in 2009 in Bwaise, one of Kampala's poorest slums to support vulnerable communities through children and youth empowerment programmes.
The initiative intends to bring fundamental and sustainable change in the lives of slum youth through trainings in technical, vocational, civic and life skills to enable them to achieve their potentials.
About ABVI AFFCAD Business and Vocational Institute (ABVI) was established by AFFCAD in 2013 through its youth economic empowerment program to provide requisite hands on skills which empower disadvantaged youth and enables them to develop small businesses as well obtain gainful employment. ABVI has so far trained over 3,000 youth in courses which include; Tailoring and fashion designing, Graphic design, Electrical installation and repairs, Catering and Hotel Management, Videography, Beauty therapy, Decoration and Events Decoration, Welding and Metal Fabrication, Auto motive electrical and Leather design.
AFFCAD is seeking to engage the services of an institution/Events Decoration, Welding and Metal Fabrication, Auto motive electrical and Leather design.
AFFCAD is seeking to engage the services of an institution/ consultant to conduct a capacity building for its business and vocational institute..

Objective of the Assignment.
The objective of the assignment is to assess the institute's capacity to identify the external assistance it requires to support the process of institutional growth to operate in a professional and organized manner as per standard training procedures. The consultant will work under the guidance of the AFFCAD Institutes Administrator and in close coordination with ABVI staff with initial and end assignment combined briefing meetings with AFFCAD. 4.0 Scope of Work The specific tasks of the assignment are as follows;
• Conduct institutional capacity assessment for Management, Administrators and Instructors of ABVI
• Develop tools and other material required for the training of management, Administrators and Instructors.
• Conducted tailored trainings for Management, Administrators and Instructors of the Institute.
• Train instructors on how to develop and upgrade training tools and standard operating procedures for the institute.
• Test and launch the developed training tools and Standard Operating Procedures of the institute.
• Support the team in the designing of a sustainable business plan for the institute.
5.0 Timeframe; The assignment will be conducted for a maximum of 30 working days. 6.0 Deliverables; The deliverables of the assignment will be;
• An inception report including a work plan, detailed methodology, report format and timeline, to be submitted within 7 days from the commencement of the assignment.
• Capacity Assessment report for ABVI (current status)
• Developed and upgraded training workbooks per training course
• Developed and upgrade standard operating procedures and policies for the institute.
• Designed sustainability Business plan for the institute.
• Final Completion report for the assignment

• Profound knowledge in Vocational Institute Capacity
• Development and in the above capacity areas
• A minimum of Masters degree or 5 years relevant work experience in providing Capacity Development services to Vocational Institutes
• Excellent analytical, writing and communication skills
• Strong facilitation, interpersonal skills and the ability to communicate and work well with diverse people.
