JOB DETAILS:
IntraHealth is seeking a Finance and Administration (F&A) Director for the upcoming five-year USAID-funded Uganda Strengthening Local Health Systems (SLHS) Activity, valued at $25-$50 million. The purpose of the project is to strengthen key elements of Ugandan health systems focusing on health care financing (HCF), human resources for health (HRH), health management information systems (HMIS), and community health systems.
The F&A Director will report to the Chief of Party (COP) and will be responsible for overseeing all aspects of budgeting, financial management, and reporting; sub-award management and procurements; human resources management; asset management; logistics; and prime award compliance with terms and conditions of the award. This individual will be responsible for managing the cooperative agreement budget and preparing financial reports for submission to USAID. The F&A Director will also ensure funds expended are compliant with USG regulations and policies. This individual will ensure systems and processes are implemented effectively to support implementation of the award, including fraud and risk mitigation practices.
This position is contingent upon award and approval by USAID.

Essential Functions
• Establish accounting and financial systems for the project in compliance with USAID regulations and IntraHealth policies and procedures.
• Oversee finance, operations, human resource management, logistics, procurement, administration, and information technology (IT) support to the project.  
• Work closely with the COP, technical staff, pertinent regional and headquarter staff, and appropriate USAID staff to ensure project resources are effectively/efficiently budgeted, analyzed, disbursed, monitored, and reported in achieving project objectives and results.
• Develop project procurement plan and ensure proper procurement policies and guidelines are followed when purchasing project supplies and equipment.
• Manage all banking transactions, including the use of mobile money.
• Maintain payroll system, including tracking benefits and allowances, ensuring compliance with all applicable taxes and tax reporting.
• Oversee preparation of all vouchers and checks for approved core office expenditures.
• Prepare monthly, quarterly, and annual expenditures, as well as pipeline estimates for the project. Submit monthly financial reports to IntraHealth headquarters in North Carolina.
• Manage cash flow—including preparing and submitting funds requests to IntraHealth headquarters in North Carolina.
• Maintain general ledger and balance sheets.
• Prepare budget variance reports on monthly basis.
• Maintain asset inventory and reports for project.
• Manage organizational risk and liability, particularly related to ensuring compliance with all relevant USAID regulations and local laws.
• Conduct analyses of financial data to inform project management as well as to ensure cost efficiencies.
• Provide training and guidance on managing project expenses for annual work plan/contract budgets.  
• Supervise project finance and administrative staff.
• Provide strategic guidance and assistance in problem-solving to project leadership.

Requirements
• Masters in accounting, business administration, finance or related field.
• Professional certification (CPA or ACCA).
• Minimum of 10 years of experience in financial and administrative management for large donor-funded development projects (>$25M).
• Progressive increases in roles and responsibilities in the implementation of large and complex projects.
• Experience in developing/managing small grants programs.
• Experience with QuickBooks or similar accounting software.
• Knowledgeable and experienced with international development contracting policies and procedures, preferably with USAID.
• Experience managing donor-funded sub-awards and subcontractors and procurements.
• Strong skills in project, administrative, and staff management.
• Familiarity with USG financial reporting and compliance requirements.
• Experience in risk management and implementation of internal controls.
• Demonstrated supervisory experience.
