JOB DETAILS:
What will you do?
• Bixal seeks a Director of Learning for a USAID Uganda Monitoring, Evaluation and Learning (MEL) Activity. This program will enhance USAID/Uganda’s program effectiveness by conducting high-quality evaluations, knowledge-sharing, and adaptive management to improve programmatic decision-making in the country.
• The Director of Learning will provide technical leadership for the development and implementation of learning agendas; strengthen USAID/Uganda’s monitoring and reporting systems; oversee the development of evaluations, analyses and assessments; deepen USAID/Uganda’s existing learning capabilities and introduce improved avenues to learning; lead Contractor contributions to USAID/Uganda’s efforts to deliberately draw contextual, programmatic and operational learning from its monitoring, evaluation, analytical and assessment efforts; and facilitate learning’s transformation into adapting.

Important note
This is a full-time proposal position contingent on contract award.
Responsibilities:
• Oversee systems and stakeholder mapping; drafting of learning questions/learning agenda; contributing to utilization-focused MEL plan development; establishing process for ongoing learning and continuous improvement.
• Support selection of innovative approaches for implementation and learning in activities, including in Collaborating Learning Adapting (CLA), problem-driven iterative adaptation, continuous quality improvement, action learning, appreciative inquiry, etc.
• Conduct meta-analyses and/or synthesize data compilations of evaluations and research inside and outside of USAID and other data useful for learning.
• Support the Mission and the IPs in preparing, updating and adhering to all aspects of the PMP/AMELPs, strengthening efforts to develop and monitor contextual indicators and improving the capacity of USAID/Uganda and its IPs to understand the interplay between programmatic and contextual indicators.
• Oversee the design and implementation of evaluations, analyses and assessments to increase contextual and programmatic learning.
• Provide technical leadership to the Mission to strengthen its monitoring and reporting systems.
• Lead efforts to improve programmatic and operational learning; providing technical assistance to help the Mission analyze monitoring data in order to extract and prioritize learning relevant to programmatic and operational adaptation.

Qualifications:
• Master’s degree in international development, social sciences or a related field.
• At least 8 years of experience developing and managing monitoring systems, and/or conducting social science research.
• At least 3 years of experience in CLA, action learning and knowledge management, with a solid background in monitoring and evaluation.
• Recognized senior level expert in USAID’s approach to collaborating, learning and adapting and strong people skills.
• Excellent trainer and committed to capacity building approaches.
• Demonstrated experience designing and facilitating learning events and workshops.
• Demonstrated familiarity with USAID’s CLA Framework and Maturity Model and related guidance on CLA approaches.
• Demonstrated knowledge and understanding of the economic, ecological, social, cultural, and political characteristics of the Uganda’s context and development dynamics.
• Fluency speaking, reading and writing in English.
