Location
• This role will be located in Kampala, Uganda and is open to Ugandan citizens only.
What will you do?
• Bixal seeks a Director of Performance Improvement for an anticipated USAID Uganda Monitoring, Evaluation and Learning (MEL) Activity. This program will enhance USAID/Uganda’s program effectiveness by conducting high-quality evaluations, knowledge-sharing, and adaptive management to improve programmatic decision-making in the country.
• The Director of Performance Improvement will lead efforts to help USAID/Uganda strengthen internal business practices; develop and implement performance plans; and train the Mission staff to strengthen their capacity to act as thought leaders and catalyze development progress. The ideal candidate is an expert in improving internal organizational effectiveness, strengthening leadership behaviors and building teams to ensure effective collaboration, innovation and better impact.
Important note
This is a full-time proposal position contingent on contract award.
Responsibilities:
• Support staff development initiatives, leading training and coaching initiatives to build the capacity of USAID/Uganda staff in stakeholder engagement, network building, partnership development, consensus building, negotiation, advocacy and competencies relevant to building networks; leveraging expertise, learning and resources; and catalyzing development progress.
• Provide technical leadership in the development of the Mission’s Performance Plans, including the establishment of performance goals, standards, and responsibilities.
• Monitor progress and assist in the creation of dashboards or tools to track individual, team, office, and Mission-wide progress towards performance standards.
• Provide technical leadership for the improvement of USAID/Uganda’s program, procurement, and financial processes (including procurement and financial planning, tracking and reporting; portfolio review) to enhance efficiency and compliance.
• Collaborate with the Mission to identify areas for process improvement and provide recommendations for enhancing operational efficiency.
• Oversee efforts to provide technical assistance to Implementing Partners (IPs) in implementing programmatic adaptations.
Qualifications:
• Master’s degree in international development, social sciences or a related field.
• At least 5 years of experience in training, organizational development and improving business processes in international development organizations.
• At least 5 years of experience managing staff in providing services relevant to training and organizational development.
• Demonstrated experience providing organizational development services to USAID and/or other international donors highly preferred.
• Demonstrated experience designing and delivering professional development training and other capacity strengthening approaches.
• Excellent trainer and committed to capacity building approaches.
• Fluency speaking, reading and writing in English.
