JOB DETAILS:
Job Purpose:
The Food Security and Livelihood Officer will be responsible for supervising all livelihood activities in their areas of operation. This includes conducting surveys and assessments to determine training needs, mobilizing and sensitizing communities and stakeholders, forming beneficiary groups, designing and conducting training of beneficiaries in modern agriculture, business skills and marketing, and post-harvest handling, supervising the provision of seeds/tools, visit/follow up of crop development, creation of market linkages, and periodically advise/support beneficiaries to ensure successful implementation of the program according to proposal log frame.

Roles and responsibilities:
• Support field-level technical assessments in coordination with the Food Security and Livelihood Manager and other partners involved in the food security and livelihood programme, ensuring assessment findings are documented and that all assessments include a specific analysis of refugee’s needs.
• With support from the Food Security and Livelihood Manager and/or other senior programme staff, develop activity plans and budgets, contributing towards an overall project implementation.
• With support from the Food Security and Livelihood Manager and/or other senior programme staff, support with inputs in the development of high-quality concept notes and proposals aiming at attracting new project funding.
• In collaboration with the Branch Manager and Volunteer Management Officer, support the identification and recruitment supervision, coaching, training and retention of community mobilisers and/or project volunteers.
• With support from the URCS Monitoring & Evaluation team support the M & E plan implementation within the FSL projects, ensuring this links to reporting requirements.
• Work closely with partners and their staff to ensure project activities are implemented on time and within the stipulated quality, and to ensure adequate community engagement and accountability mechanisms, including feedback from beneficiaries (PDM, Beneficiary Satisfaction Survey,).
• With the support of the Food Security and Livelihood Manager, provide direct project implementation to ensure timely delivery of project activities in line with logframe.
• Prepare timely programme and donor reports on project activities in compliance with URCS requirements and any relevant external donor requirements.
• To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Standards and Red Cross Code of Conduct.
• Foster positive relationship (collaboration and networking) at District Level and refugee settlement levels.
• Provide technical leadership and guidance to the Food Security and Livelihood project activities and volunteers in the elaboration of a Food Security and Livelihood Interventions Strategy;
• Undertake any other FSL-related tasks as assigned by the Food Security and Livelihood Manager.

QUALIFICATIONS/REQUIREMENTS
Minimum qualifications, working experience and competencies:
Education Qualifications
• Bachelor’s Degree in Agriculture, Food Security, Natural Resource Management, or any related field from an approved, recognized and reputable university.

Essential Experience
• Minimum 2 years’ experience working in a similar position and or Food Security and Livelihoods Programming in a Humanitarian or development context;

• Knowledge of commonly used tools for market analysis and program design such as sub-sector analysis, gross margin analysis and business planning.
• Knowledge of the practices, principles and operations associated with modern agricultural production including knowledge of agronomic principles and practices, including crops, soils and nutrients
• Knowledge in value chain development, income-generating activities, and VSLA is desirable.
• Working knowledge of implementing multi-sectoral developmental projects
• Demonstrated interpersonal and mobilization skills and proactive problem-solving skills.
• Ability to conduct training using the adult model, instruct and work with farmers and community leaders
• Excellent oral and written communication skills, ability to interpret written documents
• Knowledge and sensitivity to gender equality, and ethnic minority issues in confidential situations
• Good computer skills with MS Office and proven documentation and report-writing skills
• Ability to learn new concepts/ideas and willingness to work and live in a rural community environment
• A valid motorcycle riding permit, including the ability to ride and care for a motorcycle.
