Background
DAI seeks a Gender Equality, Youth and Social Inclusion (GEYSI) Specialist for a five-year (2019-
2024), US$27 million USAID-funded agriculture intervention. The Feed the Future Uganda Inclusive Agricultural Markets Activity (FtF IAM) works with agro-industry/agribusiness firms, Government of Uganda institutions and agencies, and market actor organizations on creating efficiencies in cross- market functions that enhance systemic changes to sustainably increase incomes and improve the livelihoods of households through agriculture-led inclusive economic growth. The Activity contributes to the Global Food Security Strategy (GFSS) Uganda Country Plan goal of reducing hunger, malnutrition, and poverty, as well as the USAID/Uganda Country Development Cooperation Strategy’s (CDCS) 2016-2021 five-year goal of strengthening Uganda’s systems to accelerate inclusive education, health, and economic outcomes. The Activity works throughout the FtF Uganda Zone of Influence (ZOI), which covers 38 districts spread across three regions of Uganda.
The GEYSI Specialist will use a private-sector approach to implement sustainable social inclusion interventions in market systems to achieve transformational and inclusive outcomes for the USAID Feed the Future Uganda Inclusive Agricultural Markets Activity. Reporting directly to and working alongside GEYSI Advisor, the GEYSI Specialist will play a critical role in the project’s success in catalyzing inclusive growth in the resilience zones of Karamoja and the refugee settlements in addition to the other zones of influence of Elgon, North and South Western. The GEYSI specialist will provide ongoing support to the technical teams, operations, and monitoring, evaluation, and learning (MEL) team for implementation of the GEYSI Action Plan (GAP) and manual.
Responsibilities:
• Support the implementation of the FtF IAM GEYSI manual and action plan over the life of the project
• Provide input in the integration of GEYSI in market and constraints analysis, plans, strategies, and data instruments etc.
• Support technical managers and field teams in creating value propositions that support inclusive business investments in the agricultural market systems for the MDF partnerships.
• Conduct quarterly field visits to project sites to support interventions and recommend ways to, enhance the project’s inclusion results.
• Conduct periodic partners’ GEYSI assessments using the FtF IAM GEYSI scorecard to identify the gaps and opportunities of developing inclusive business cases.
• Review MDF partner GEYSI deliverables and provide feedback on the integration of GEYSI in their businesses and develop strategies of supporting them achieve their specific GEYSI objectives.
• Support the GESI Advisor in the integration of GBV analysis and assessments across all intervention areas of the project, particularly development and implement a GBV risk mitigation and/or response plan.
• Design and implement partner-specific technical assistance support to achieve GEYSI objectives and provide technical assistance to FtF IAM MDF partnerships using grants or subcontracts.
• Support the Behavioral Change and Communications (BCC) activities to address the social norms that inhibit the participation of women, youth and other marginalized groups in the market systems.
• Work with the Activity Monitoring, Evaluation and Learning department to review GEYSI specific results, and indicators to ensure achievement of the GEYSI specific targets.
• Work with the Activity communication and Learning leads to document GEYSI specific learning briefs, case studies, and best practices.
• Design and conduct workshops for technical staff, project leadership and partnerships about the socialization of gender norms and statuses, how gender relates to value chain development, the context of gender and social inclusion in market systems.
Qualifications:
• Bachelor’s degree in gender studies, economics, international development or other related field and 5 years of related experience or a Master’s degree and 3 years of related experience
• Minimum five years of experience working in gender and women’s economic empowerment in Uganda
• Strong ability to design and conduct qualitative research that addresses project learning priorities
• A passion for learning, investigation and for working in economic development
• A positive, collaborative attitude
• Familiar with private sector development, market systems facilitation and/or other economic development approaches (e.g., economic strengthening, inclusive business)
• Ability to build the capacity of colleagues and partners in integrating gender and women’s economic empowerment into programming
• Excellent English written and oral communication skills
• Capacity to take initiative and be a self-starter

Supervisory Responsibilities:
The GEYSI Specialist will have no supervisory responsibilities.

The GEYSI Specialist will report to the GEYSI Advisor.
COVID-19:
DAI is requiring all staff to be vaccinated for COVID-19 if they wish to access DAI offices; participate in in-person meetings with staff, customers, or stakeholders; or travel on DAI business.
