JOB DETAILS:
Windle International Uganda (WIU) is an International Non-Governmental Organization dedicated to providing inclusive, equitable, and quality education for refugees and host communities in 12 refugee settlements across Uganda, including urban Kampala. WIU works in partnership with the Office of the Prime Minister (OPM) and UNHCR, the UN Refugee Agency, along other education and development actors, to address the urgent education needs of refugees in Uganda. WIU believes that Education Transforms Society and aims to facilitate access to quality education and skills training for refugees and individuals in need of humanitarian assistance. By doing so, we strive to reduce inequality and poverty among refugees, people affected by conflict, and host communities.
Besides working in refugee settlements, WIU has extended its education interventions to other humanitarian and development contexts as guided by its strategic plan where we provide the entire continuum of interventions to make learning safe and of quality. Some of the new focus areas include; WASH interventions, child protection, skilling for work and mental health and psychosocial support.
The Government of Uganda (GOU) through the Ministry of Education and Sports (MoES) received financing from the International Development Association to implement the Uganda Secondary Education Expansion Project (USEEP). The Project objective is to enhance access to lower secondary education by focusing on underserved populations in targeted areas. Underserved populations include refugees, communities hosting refugees, girls and people in the targeted areas with limited access to public lower secondary schools. This project will be implemented by Windle International Uganda. WIU therefore seeks to recruit a suitable person to fill the following position:

D. OVERALL PURPOSE AND SCOPE OF THE JOB:
He/ She will be responsible for developing strategies to promote gender equality in schools, addressing genderbased violence, and ensuring equal access to education for boys and girls.
He/ She will further contribute to the transformation of norms and behaviours that generate and perpetuate violence against children in schools and therefore reduce the incidence of Violence Against Children in Schools (VACiS) in project-affected areas while developing Child Protection (CP) systems.
The Gender Specialist will provide adequate and timely professional guidance, supervision, capacity building and management support to teachers, students and project staff.
The Gender Specialist will ensure transparency and accountability for all project resources that he/she is entrusted with.
DUTIES AND RESPONSIBILITIES:
Management, Coordination and implementation of project activities.
Provide timely technical/educational directions to the Program Officers, Communications Officers, and M&E Officers on implementation
• Ensure that psychosocial support is provided to identified women and children i.e. counselling for traumatized children and parents of abused children
• Ensure appropriate referral of emergency cases for further management by the authorities e.g. the Police, medical institutions and other humanitarian agencies so that they receive the medical, psycho-social, legal and material support they may need.
• Oversee the involvement of Program Officers in school planning processes to ensure that GBV is reflected in the child protection operational plans, including PSEA integration in all response actions
• Maintain an updated database on GBV and SEA cases and in case management of child victims’ assistance
• Support Program Officers to integrate GBV risk mitigation and gender sensitivity in their programming and to include GBV and SEA outputs and indicators in all programme documents
• Support the Communications Officer in the development of adequate messaging for Information Education and communication (IEC) materials
• Work with the procurement and administration departments for guidance on the Procurement and distribution procedure for materials (Play materials, MDD materials) for clubs.
Enhance the capacity of school staff and learners to report and adequately respond to GBV:
• Build the capacity of district technical teams, school management and teachers on social and emotional learning and VAC prevention and response.
• Support the Program Officers to ensure the establishment/strengthening of School life skills clubs using the MoES guidelines
• Supervises that assessments conducted to check the technical capacity of school administrators and focal persons to prevent and respond to Gender Based Violence (GBV) and Sexual Exploitation & Abuse (PSEA)
• Supervise trainings for learners, school administrators and the project team on GBV prevention, mitigation and response and improving procedures/practices around GBV disclosures and first-line support for GBV survivors
• Support the co-applicants to carry out sensitization activities on GBV and SEA in communities when called upon
• Together with school administrators, review, update or develop and implement up-to-date school reporting and referral mechanisms that support safe survivor identification, reporting and responses to GBV and SEA
• Provide technical support and monitoring for the schools as they implement the Prevention of GBV and PSEA Action Plan.
• Ensure that existing referral pathways include comprehensive case management services for boys and girls up to durable solutions and that the services meet the do-no-harm principles
Strengthen GBV programming in the organization, and develop strategic alliances with stakeholders.
• Contributing to resource mobilization activities, draft reports, project proposals, drafting of advocacy
• materials and other relevant documents as required.
• Work with the relevant government ministries and partner NGOs to carry out child-friendly awareness activities for community stakeholders and community members including children and adolescents in
• schools to increase awareness on CP/GBV/SEA-related topics and promote access to services to respond to incidents of GBV/SEA.
• Conduct and facilitate structured GBV safety audits and risk assessments in project locations and schools, and work with partners and communities to address identified concerns.
• Represent the project at sectorial working groups and coordination meetings pertaining to related programme activities.
• Facilitate participation of stakeholders and beneficiaries in monitoring and evaluation of activities.
• Identify and build linkages, relations, collaborations and networks with partners and other stakeholders in implementation at different levels.
• Conduct advocacy campaigns for education in general and Child Protection in particular
Child Protection & Safeguarding
• Adequately document, report and follow up on concerns regarding a safe and secure learning environment for children, to ensure friendly structures for Children with Disabilities (CWDs).
• Guide all project staff on the right procedure for the administrative investigation of safeguarding incidents where school employees are implicated.
• Report/ provide information to relevant authorities when safeguarding incidents or concerns are raised in schools.
QUALIFICATIONS, SKILLS AND EXPERIENCE
• An advanced university degree in social sciences, social work, political science, Law or a relevant field
• from a recognized university is required.
• A first University Degree in a relevant field combined with 2 additional years of professional experience will be accepted in lieu of an Advanced University Degree.
• Five years of relevant professional work experience in school or community settings with a focus on
• children’s and women’s rights and violence prevention and response, particularly in gender-based violence
• in emergencies; and on child protection is required.
• Proven success in developing and facilitating training and capacity-building activities on PSEA and GBV is required.
• Excellent verbal and written communication skills and an ability to conduct face-to-face and remote learning events is required.
• Experience in community engagement and development of school-based complaints and feedback
• mechanisms is required.
• Excellent communication, organization and presentational skills demonstrated through Fluency in written and spoken English.
• Experience in implementing support/reintegration programmes for children and women associated with GBV is desirable.
• Experience of working with community structures is desirable.
• Strong analytical and documentation skills in the management of education
• Working knowledge of computers in MS Office, Excel, Word and Power Point.
• Good understanding of Ugandan education system
