BACKGROUND

CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CR5 has expanded its programming to also address development needs in western, central and eastern Uganda. CR8‘ projects in Uganda currently include agriculture, health, microfinance, peace building and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith
based organizations and community entities for maximum impact and sustainability.

JOB SUMMARY
The Health/Nutrition Technical Manager (HNTM) position is being established to contribute to the integration of health and nutritional approaches in current and new projects, in alignment with CR8‘ larger health initiatives. As a programming sector, Health is an agency wide Signature Program Area and an important focus of CRS both globally and within the CRS country programs. The establishment of the HNTM position will be an effective step to build upon CRS’ Health Signature Program Area as well as die Strategic Initiative Priorities within CRS Uganda‘s country program. The position will directly contribute to CRS Uganda's efforts toward design and implementation of high quality health initiatives among targeted individuals, populations, and communities. The HNTM will support new project design efforts, operationalize nutrition program plans, and provide additional ad hoc support as Catholic Relief Services (CR5) carries out the commitment of the Bishops of the United States to assist the poor and vulnerable overseas. PRIMARY RESPONSIBILITIES

Technical/ Administrative and Program Quality

  • The Health/Nutrition Technical Manager will assist the programming team in designing the CP Strategy for Health and Nutrition and will support with the creation of a vision for CP nutrition activities, while positioning CRS to be a leading voice in nutrition. "
  • Advise and assist CRS staff in developing project specific strategies, tools, systems and plans.
  • Participate in the CRS agency/region global health and nutrition community of practice as it relates to the larger agency signature program areas and the strategic initiative priorities. '
  • Take the lead in maintaining and improving program quality, innovation and teaming among the various nutrition projects, in line with international best practices and quality standards.
  • Participate in nutrition project start-up workshops, formative research, quarterly reviews, mid-term assessments, transition planning and evaluation.
  • Make regular visits to ongoing projects and help troubleshoot, recommend changes as needed, identify areas of improvement and teaming and recommend ideas for innovation and operations research, in line with agency and industry standards.
  • Write and review project reports, and provide constructive feedback on those reports that will be disseminated to the donor or a larger audience,
  • Ensure that aspects of gender, peace-building and integral human development are dully considered throughout the project cycle.

Monitoring/ Evaluation and Accountability

  • Lead detailed nutrition analyses at the inception of new projects. Provide guidance to CRS staff in the design and enhancement of nutrition tools, protocols, surveys, and evaluation instruments to strengthen quality data collection, analysis, and reporting on project indicators.
  • Support program managers and technical staff in incorporating nutrition, MCH and food security issues in project MEAL systems (performance questions, indicators, sampling methods, procedures, etc.). Assist in nutrition specific participatory planning and support implementation.
  • Assist technical staff in setting indicators for assessing progress with nutrition integration, adapted to the various types of CRS Uganda programs.
  • Arrange for the dissemination of information from MEAL data on the degree to which nutrition related objectives are being achieved and on the impact of nutritional programming within CRS Uganda's projects.
  • Identify and lead initiatives to capture teaming, assist projects to document the teaming and to share technical and programmatic lessons teamed within CRS Uganda and with other CRS country programs. Business Development

Business Development

  • Work with the Business Development Specialist (BDS) and Head of Programs (HcP) to identify upcoming growth opportunities in health/nutrition in line with the strategy of the CP. Such work to include: remaining up to date on donor trends and opportunities, identifying priority technical areas for investment, carrying out assessments with partners, networking with donors, government and other PVOs throughout all aspects of proposal development and review.
  • Identify strategic uses of flexible internal funding that will build relationships and CRS for an increased role in the health and nutrition sector and raise visibility.

  • Serve as a senior level health and nutrition resource while networking, prepositioning and strengthening the CRS network in nutrition.
  • Prepare capture plans and collect intelligence around upcoming health! nutrition opportunities.
  • Development of materials, resources, tools, etc. to share with audiences for marketing purposes.
  • Assist the BDS in proposal coordination for health/nutrition growth opportunities and serve as lead technical writer or contributor.
  • Participate in the review of other CP proposals with health/nutrition programming component.
  • Take lead in providing technical support to local partners in developing effective health/nutrition -focused project strategies.

Capacity Building and Supervision

  • Work closet with all members of the CRS team to strengthen nutrition capacity’s and to help unify the programing loam lo collectively move towards quality integrated projects.
    identify relevant training and teaming opportunities for CRS staff to advance knowledge and skills in health/nutrition.
  • Assist the program managers in ensuring that CRS and partners are in compliance with nutrition, food security, and MCH related policies and donor requirements for their respective projects.
  • Coordinate with Human Resources on the inclusion of health/nutrition teaming agenda as part of CRS Uganda staffs annual Learning and Development ans.
  • Mentor CRS Uganda project officers within the health/nutrition focus through shared project and partner visits, coaching sessions, and coordination.
  • Manage health/nutrition projects and project resources (budgets) as appropriate. .
  • Provide technical assistance, as requested, to other projects implemented by CRS Uganda in the development of their health/nutrition capacities.
  • Develop capacity building plans and strategies.
    Participate actively in the recruitment of country program nutrition staff and serve as a mentor to them.

Representation

  • Act as a contact person with other stakeholders and provide guidance on perspectives in all aspects of CRS Uganda’s programs and operations as they relate to nutrition and health.
  • Represent CRS at health sector meetings and coordination forums, including those with the Ministry of Health, USAID health partner meetings and the UN national health cluster meetings, especially those focused on nutrition/health system strengthening.
  • Attend and contribute to relevant sharing forums and technical working groups (nutrition, health, community health) in order to best understand new findings! best practices, the implementing environment, and existing health programs in Uganda (including regional and international communities of practice), and share CRS‘ expertise and contributions.
  • Develop new and manage existing relationships with key stakeholders including donors, the Church and potential collaborators for health and nutrition programs;
    Performs other related duties as required.

Supervision and Coaching Mentoring Responsibilities
The HNTM does not have direct supervision responsibilities, but will work closely to advise all project managers on the effective nutritional approaches to be integrated into each project in collaboration with other technical managers, the Head of Programs (HOP), and the Deputy Head of Programs (DHOP). S/he will provide support in mentoring to all programming staff on health/nutrition technical areas as is related to relevant programming. in addition, the HNTM will have a dotted line to the RTA Health and the RTA Nutrition for regional technical support, collaboration, and awareness.

Key Working Relationships
Internal: CR, HOP, DHOP, MEAL Manager, Business Development Specialist, Operations Team, East Africa Regional Office (EARO) DRD/PQ, RTA Nutrition. External: Uganda Ministry of Health and relevant line Ministries; national and international NGOs; regional and international research agencies; civil society authorities; donors; and UN agencies; private sector providers.

QUALIFICATIONS

  • Masters of Public Health, Nutrition, Community Development, Behavior Change Science, Sociology, other clinical training, or relevant health-related degree with a focus on rural development and/or humanitarian assistance.
  • Minimum 10 years of experience working in international development preferably in program management positions related to Nutrition, Health, MCH, Food Security, OVC, pregnant women and/or children under the age of
  • Minimum five years of experience working in resource-poor settings
  • At least 5 years’ field experience working in support of national health systems in a number of the following areas: health systems strengthening for MNCH, participatory approaches for community mobilization and behavior change, prevention and treatment of malnutrition, early childhood development, community case management.
  • Technical competency in nutrition-specific and nutrition-sensitive programming
  • Strong and demonstrated prior experience working on integration of health! nutrition considerations into project design, monitoring and evaluation
  • Proven experience in project design and implementation, proposal-writing, budgeting and financial management.
  • Experience in community participation in development projects and experience with adult teaming methods and tools
  • Demonstrated capacity to understand and advise on critical technical and operational issues related to nutrition: food security, MCH, pregnancy, psycho
    social wellbeing and HIV/AIDS, amongst others
  • Prior experience working with MEAL development and integration in programming to capture health/nutrition specific and sensitive information to monitor change and outcomes, with experience in quantitative and qualitative data analysis highly desirable
  • Skills and experience in high-level advocacy, negotiation and coalition building with multiple stakeholders
  • Experience managing programs funded by USG, DFID and/or the European Union; contract experience a plus
  • Proven resource mobilization and fundraising experience.
  • Knowledge and understanding of gender analysis and transformation in rural communities.
  • Demonstrated abilities in documentation of lessons teamed, report-writing, monitoring and evaluation.
  • Ability to self-manage and succeed in matrix management model;
  • Strong interpersonal and communication skills and the ability to work flexibly and effectively as a member of a team
  • Proven leadership and inter-personal skills with ability to build and motivate diverse and talented teams
  • Excellent independent judgment and decision-making skills.
  • Excellent English language communication and writing skills
  • Proficiency in Microsoft Office suite (Word, Excel, PowerPoint and Outlook) required '
  • Ability and willingness to travel regularly both nationally and internationally as Needed
