Human Capital Business Solutions Ltd is a Boutique HR Advisory Firm that specializes in strategic HR Consulting, Talent Acquisition & Development, Risk Management and Business Process Outsourced Services with our Headquarters based in Uganda and Country Office in Tanzania.

On behalf of our client in the manufacturing sector, we are looking for a competent and experienced Health & Safety Training Officer to be based in Kampala, Uganda.

Reports To: The Health and Safety Manager

Duty Station:  Kampala, Uganda

Job Summary: This role involves developing, coordinating, and delivering health and safety training programs to ensure all employees understand and comply with workplace safety regulations and best practices. The role also involves conducting needs assessments, designing training materials, and evaluating the effectiveness of training initiatives. The officer also collaborates with departments to promote a culture of safety and ensure compliance with occupational health and safety standards.

Main Duties and Responsibilities

  • Design and conduct health and safety training sessions for employees at all levels, including induction, refresher, and specialized training.
  • Identify training gaps through risk assessments, audits, and incident investigations to determine areas requiring training intervention.
  • Keep training content up to date with local, national, and international health and safety laws, regulations, and best practices.
  • Monitor, update, and manage accurate training records and certification databases for staff across the organization.
  • Assess training outcomes through feedback, assessments, and observation to ensure knowledge transfer and safety behavior improvement.
  • Work closely with department heads, HR, and HSE teams to coordinate training schedules and tailor programs to departmental needs.
  • Advocate for proactive safety practices and promote a culture of safety awareness throughout the organization.
  • Support the investigation of accidents or near misses and recommend training or refresher programs to address root causes.
  • Prepare training manuals, handouts, visual aids, and e-learning resources for various health and safety topics.

Qualifications, Experience, and Skills

  • Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field.
  • Must have a Certificate in Health and Safety (e.g., IOSH, OSHA)
  • Understanding of incident investigations, safety audits, and risk assessments.
  • At least 3-5 years of relevant experience in occupational health and safety, with at least 2 years in a training or instructional role.
  • Strong knowledge of health and safety regulations, policies, and best practices.
  • Strong training and presentation skills, with the ability to engage adult learners.
  • Excellent communication and interpersonal skills.
  • Ability to design clear, effective training materials and adapt content to various audiences.
  • Ability to work collaboratively in a team environment with production.
  • Excellent organizational and time management skills.
  • Strong analytical and problem-solving abilities.
  • Excellent Computer skills.

Barriers to Success in Role

  • Limited or lack of technical knowledge about health and safety regulations, policies, and best practices.
  • Inability to design clear, effective training materials and adapt content to various audiences.
