JOB DETAILS:
Description
ThinkWell, in collaboration with its partners, is seeking a Health and Climate Financing Specialist to support governments in strengthening their health systems' resilience to climate change through innovative financing solutions and adaptation strategies.
The Specialist will lead efforts to help governments identify, access, and effectively utilize climate finance mechanisms for health system adaptation. They will work closely with the Ministry of Health and the Ministry of Finance to develop comprehensive strategies that bridge the gap between climate funding opportunities and health system strengthening needs. This role will focus on building capacity for climate-smart healthcare financing and will support the development of bankable projects on climate adaptation and mitigation for the health sector.

This will be a full-time position based in Uganda and is contingent of securing funding.

What you'll do:
• Lead the development and implementation of strategies to help governments develop proposals to access and leverage climate finance mechanisms (e.g., Green Climate Fund, Global Environment Facility, bilateral climate funds) for health system resilience
• Support national stakeholders in developing climate-smart health financing strategies and investment cases that align with national adaptation plans and health sector priorities
• Provide technical assistance to governments in designing and implementing financial protection mechanisms that address climate-related health risks and vulnerabilities
• Design and oversee health sector-climate assessments to identify gaps, opportunities, and priority areas for investment in health system resilience
• Develop frameworks and tools for monitoring climate-related health expenditures and tracking the effectiveness of mitigation and adaptation investments in the health sector
• Build capacity of national health financing institutions to integrate climate considerations into health sector planning and budgeting processes
• Manage consultants and subaward partners, ensuring compliance and overseeing their participation and inputs

Requirements
1. Advanced degree (Masters or above) in Health Economics, Climate Finance, Environmental Economics, or related field with demonstrated expertise in both climate change and health economics
2. Minimum of 10 years of professional experience, with at least 5 years working specifically on climate finance or environmental funding mechanisms
3. Proven track record of successfully securing climate finance for development projects, with at least 2 examples of successful funding applications to major climate funds
4. Demonstrated experience in health systems strengthening and health financing in low- and middle-income countries
5. Strong understanding of global climate finance architecture and experience working with major climate funds (GCF, GEF, Adaptation Fund, etc.)
6. Excellent project management skills with experience leading multi-stakeholder initiatives
7. Strong verbal and written English language skills; additional languages are an advantage
