JOB DETAILS:
OVERALL JOB PURPOSE
To provide strategic direction for and oversee the operations of the Clinical Directorate ensuring the efficient use of financial resources, human resources, medical equipment and pharmaceutical supplies therein. This role is also responsible for the development and implementation of plans to advance the company’s vision, values and objectives.

JOB REQUIREMENTS
• Registration as a medical practitioner with the Uganda Medical and Dental Practitioners’ Council.
• Post Graduate qualification in health-related field is added advantage
• 2 years of health facility management and team leadership at senior management
• Knowledge of the legal and regulatory framework as pertains to health facilities in Uganda
• Knowledge of Quality Management Systems (QMS/QA), clinical audit and accreditation principles, and a commitment of continuous quality improvement
• Demonstrated understanding of and sensitivity to complex patient/family circumstances/ situations, and cultural issues that affect the delivery of health services
• Strategic leadership and Management
• Demonstrated competence in resource budgeting and planning and management
• In-depth knowledge of corporate governance, finance and performance management principles
• Effective people management and delegation
• Ability to build consensus and relationships among executives, partners and the workforce.

KEY PERFORMANCE INDICATORS
• Attainment of agreed revenue generation targets for the hospital (Net Profit & revenue growth rate).
• Quality Management and successful audit of all clinical departments.
• Presence of updated policies and protocols covering all critical areas.
• Performance improvement plans for the departments.
• Documented performance management of senior clinicians and department heads.
• Strategic planning, Project success rates & Innovation.
• Stakeholder engagement and satisfaction.

JOB DUTIES & RESPONSIBILITIES
• Perform and review analysis of financial information, reporting trends and patterns; hospital statistics and prepare corrective action plan as necessary.
• Provide oversight for the clinical operations of multidisciplinary (clinical, allied and operations) teams within RHMH.
• Manage, develop and coordinate clinical programs and operational activities including training, education, mentorship
• Review and monitor staffing levels vis-à-vis productivity and support all other HR processes.
• Assist clinical teams in the development of team goals and standards; evaluate the educational and competency needs of the different clinical staff.
• Strategize on and follow through with introduction and implementation of new clinical services/ specialties
• Conduct periodic team meetings or forums with clinicians, support staff and relevant hospital personnel, and follow through with implementation of agreed actions.
• Work with clinical heads to design, review and maintain updated policies and protocols in respective clinical departments.
• Ensure that RHMH is in compliance with all legal and regulatory standards and requirements
• Act as Liaison between RHMH and external agencies including the other hospitals, the MoH, UMDPC, insurance companies and other corporate entities or organisations as required
• Review all significant events that pertain to the clinical services ensuring timely corrective action and follow up
• Review and advise the board on all potential medical – legal events within RHMH.
• Development, review and refinement of the Company’s business strategy and execution of that strategy to obtain a leading position in the marketplace
• Ensure revenue growth is achieved in a responsible and profitable manner; both organically and through successful completion of projects
• Provide high-level strategic and tactical leadership to the Board and the management team
• Oversee the company’s fiscal activity, including budgeting, reporting, and auditing.
• Oversee the company’s financial performance, investments and other business ventures
• Make high-level decisions about policy and HR practices.
• Participating in industry-related events or associations that will enhance leadership skills, the organization’s reputation and the organization’s potential for success.
• Analyse opportunities for growth in market segments to drive profitability.
• Oversee quality control throughout the company, establishing goals for each department in partnership with division managers
• Delegate responsibilities and supervise the work of senior managers while providing guidance and motivation to drive maximum performance
• Act as the public speaker and public relations representative of the company in ways that strengthen its profile
• Create an environment that promotes great performance and positive morale for the entire workforce.

Equipment and Machinery
• Be familiar with the inventory processes for equipment on the unit and check equipment as assigned.
• Be familiar with ISO standards.
