Overview

Background
DAI seeks an Intervention Area Manager for a five-year (2019-2024), US$27 million USAID-funded agriculture intervention. The Feed the Future Uganda Inclusive Agricultural Markets Activity (FtF IAM) works with agro-industry/agribusiness firms, Government of Uganda institutions and agencies, and market actor organizations on creating efficiencies in cross-market functions that enhance systemic changes to sustainably increase incomes and improve the livelihoods of households through agriculture-led inclusive economic growth. The Activity contributes to the Global Food Security Strategy (GFSS) Uganda Country Plan goal of reducing hunger, malnutrition, and poverty, as well as the USAID/Uganda Country Development Cooperation Strategy’s (CDCS) 2016-2021 five-year goal of strengthening Uganda’s systems to accelerate inclusive education, health, and economic outcomes. The Activity works throughout the FtF Uganda Zone of Influence (ZOI), which covers 38 districts spread across three regions of Uganda.

Job Description:
In Year 3 (2022), FtF IAM plans to open an office in Kotido and expand its market systems development work in areas with thinner, more marginalized markets in Karamoja and three refugee host communities. The Intervention Area Manager will support FtF IAM to expand its work in these resilience zones and support these communities transition from humanitarian assistance to market- responsive development.
The Intervention Area Manager will manage a team of Partnership Intervention Managers (PIMs) and provide senior technical leadership to ensure FtF IAM applies a successful market systems development approach to its interventions. The Intervention Area Manager will be responsible for a portfolio of partnerships in the Activity’s Resilience Zones, including agri input suppliers, processors, distributors, member-based organizations (MBOs), GoU, and other private busines services providers.
The position is a senior management role and reports to the Deputy Chief of Party.

Responsibilities:
• Provide senior technical leadership in interventions in resilience zones of Karamoja, Lamwo/Palabek, Isingiro/Nakivale, and Kamwenge/Rwamwanja; develop interventions and partnerships that enable the Activity to achieve its objectives and results by applying a facilitative market systems development approach that considers commercial viability, capacities and behavior changes needed to create transformative change in the wider agricultural market system.
• Build linkages, broker deals, and provide tailored technical assistance focused on attracting businesses to enter marginalized communities and building local partner (private, NGO, donor, GoU) in market system development, focused on growing businesses in an inclusive manner; partnership include but are not limited to processors, traders, financial services, and business development services (BDS) providers, focusing on growing their businesses in an inclusive manner.
• Supervise a team of PIMs, overseeing the development of partnership strategies, negotiation of pay-for-results partnerships, development of technical assistance packages and monitoring of learning and adaptation arising from these interventions; provide ongoing mentorship and technical guidance to the team.
• Ensure quality control of partnership agreements and deliverables, monitoring and learning, reporting and planning documents.
• Monitor the implementation in collaboration with the FtF IAM monitoring, evaluation and learning (MEL) team to facilitate collection of data, analysis and learning; contribute to learning briefs and monitoring report; facilitate events and present lessons from FtF IAM.
• Support collaboration and learning platforms that advance applications of MSD principles in resilience areas, moving away from humanitarian assistance to development and addressing core underlying challenges in the donor community related to in-kind inputs, other handouts, sustainability of donor/NGO extension and other support services, mindset change, etc.
• Perform any other duties assigned by the Deputy Chief of Party.

Qualifications
• Master’s degree in a relevant field of study, such as rural and agricultural development, agricultural economics, agribusiness and/or business development, business administration OR a bachelor’s degree in a relevant field of study with at least 5 years of development experience relevant to the SOW.
• At least 7 years of experience with market systems development and/or private sector led agricultural development activities; experience in Karamoja preferred; demonstrated understanding of market systems development approaches and principles of facilitative development.
• Strong knowledge of Uganda’s agricultural market systems, constraints and opportunities to growth; experience in the private sector or building/managing investments or relationships with private sector and donor/implementing partners.
• Minimum of 3 years’ experience managing a team.
• Excellent communication, computer skills, and analytical skills; strong writing skills required.
• Experience working with international donor agencies; experience with USAID management and administrative requirements preferred.

Supervisory Responsibilities:
The Intervention Area Manager will have no direct supervisory responsibilities.
Base of Operations: Kotido, Uganda; frequent travel to other regions
Reporting:
The Intervention Area Manager will report to the Deputy Chief of Party.
COVID-19:
DAI is requiring all staff to be vaccinated for COVID-19 if they wish to access DAI offices; participate in in-person meetings with staff, customers, or stakeholders; or travel on DAI business.
