JOB DETAILS:
What Will You Do?
Bixal seeks a Learning Advisor for a USAID/Uganda Strategic Information Activity. This program will provide data and other evidence to support the Office of Health and HIV (OHH) and Orphans and Vulnerable Children (OVC) program planning, monitoring, and reporting for improved program management.

The Learning Advisor will oversee studies and assessments to support USAID-funded health activities in Uganda, including monitoring special population groups such as HIV-positive children, adolescents, girls, young women, and key populations. Responsibilities also include designing and implementing research activities, analyzing health impact assessment data, and overseeing targeted assessments to identify barriers to health care and service quality.

Important note
This is a full-time proposal position contingent on contract award.

Responsibilities:
• Lead studies and assessments conducted to support USAID-funded PEPFAR, OVC, and non-PEPFAR health program management and reporting.
• Lead studies, assessments, primary data collection, modeling, or other data acquisition and analysis activities to monitor special population groups: HIV-positive children; adolescents, girls, and young women; OVC; and key populations.
• Support the design and implementation of research activities and short studies that are of particular interest for USAID program management in the health sector.
• Oversee efforts to analyze health impact assessment data to identify “leaks” in the HIV intervention cascade in USAID-supported districts.
• Lead the analysis for monitoring USAID HIV interventions in Uganda.
• Oversee targeted assessments and root cause analysis to understand barriers to health care and service quality, access, utilization, and retention.

Qualifications:
• Master’s degree in international development, public health, social sciences or a related field.
• At least 10 years of experience developing M&E frameworks, performance monitoring systems, overseeing and monitoring data collection from health management information systems.
• At least 5 years of experience in MEL, epidemiology, biostatistics, statistics, research methods or related field.
• At least 5 years of experience conducting studies, assessments, data modeling and analysis on donor-funded health programs.
• Experience conducting quantitative and qualitative field research.
• Experience working on USAID-funded programs.
• Demonstrated familiarity with USAID’s CLA Framework and Maturity Model and related guidance on CLA approaches.
• Fluency speaking, reading and writing in English.
