JOB DETAILS:
The LSO will work with SESIL colleagues and national counterparts to:
Oversight over CLL, radio and community engagement (CE) activities
• Oversee the set up/scale-up of the CLL activities within the LG spearheaded by the CDO & DEO offices and SESIL. Depending on start date, priorities will include community support to identification of sub-counties/parishes, mobilisation/sensitisation, support to identification of eligible learners, mapping of learning centres, identification of Community Learning Facilators (CLFs)/volunteers/, support to developing systems for facilitation payments, developing monitoring systems
• Coordinate the training activities for CLL including developing training workplans/schedules and budgets (CLF ToTs/induction, Peer to Peer trainings).
• Coordinate the follow-up, and ensure effective mentorship of CLFs including peer to peer CPD sessions for CLFs, including ensuring proposed structures function effectively in the first months of implementation.
• Provide ongoing technical support to the implementation of the CLL, radio and community engagement (CE) initiatives
• Coordinate/collaborate with the key stakeholders at district, subcounty, parish and CLL centre levels (including centre management committees).

RAL/Reporting and stakeholder engagement
• Contribute to the quality assurance of CLL lessons by regularly observing lessons and providing feedback to CLFs.
• Coordinate the collection and submission of monthly reports by the CLFs and CLL Commitees
• Nurture communication and ensure appropriate planning/updates with both technical and political teams at LG including sharing plans to inform the LG planning processes.
• Working with the RAL team, coordinate the CLL and CE M&E activities at community, parish/subcounty, district levels.
• Collaborate closely with the LGs stakeholders including the DEO to support monitoring of CLL, CE and radio activity implementation and learner progress, among others through regular coordination meetings.
• Effectively document all information related to project successes and best practices
• In close collaboration with the national and regional teams to ensure that they develop and implement effective strategies that raise the learning outcomes of children in CLL
• Submit weekly / monthly / quarterly internal reports on CLL, radio and CE
• Monitor and report on any developments within the context in which they operate that have likely implications on the delivery of SESIL activities. This inludes any legal or regulatory changes, issues, risks, new reforms, strategies or policies that have been proposed or introduced, that have implications on delivery of SESIL activities.
Safeguarding
• Immediately report any safeguarding incidents in line with SESIL/Mott MacDonald’s Safeguarding Policy.
• Submit monthly safeguarding log highlighting safeguarding incidents from the delivery of CLL.
• Provide contionous mentorship and guidance to CLFs and communities on safeguarding issues.

Candidate Specification
• A University Degree in Education, Social Sciences, or related field; or equivalent by experience.
• work experience in education, ideally in literacy and numeracy programmes targeting early grade children.
• work experience in international development
• Experience with Project Cycle Management, monitoring and evaluation of development programmes
• Experience working with Local Governments and communities on education, coaching and mentoring, and life skills are a plus.
• Experience with working in a multicultural team.
Language: Strong command of English. Language skills in Lugbarati are a plus

SESIL (Strengthening Education Systems for Improved Learning), is a four-year education programme designed to improve the quality and equity of measurable learning outcomes at lower primary level in Uganda.

In response to the COVID-19 pandemic, SESIL aims to:
• Ensure all learners, particularly those in the lower primary grades maintain or improve their progress in literacy and numeracy
• Minimize children’s exposure to the Coronavirus as well as to the increased risk of violence through embedded messaging in alternative learning programmes
• Support MOES Task Force in planning and coordination of school re-opening
• Help LGs maintain the connection with schools to ensure a rapid and effective re-opening and that all children re-enrol.

As part of the support to ensure continuity of learning, both whilst schools remain closed, and in the longer term once schools have re-opened, SESIL has rolled out a pilot of a community-led learning (CLL) initiative in 15 Local Governments.
Annex 1 outlines the thinking on the CLL approach.
The CLL initiative will be scaled-up from August 2021 to reach an additional 150,000 children. The scale will be delivered in two phases: 76,000 children (phase 1), and a further 77,000 children by November (phase 2).
SESIL is implemented with funding provided by the UK’s Foreign Commonwealth and Development Office and is managed by Cambridge Education.
The programme works with and through the MoES, other central agencies, communities and local governments at the district/municipal or city levels, as well as sub-county, parish and village level in around 15 districts in West Nile and in the Eastern Region of Uganda
The overall role for the District Learning Support Officer (LSO) is to coordinate the planning, implementation, and monitoring of Local Government (LG) level activities for the SESIL Programme. The LSO will be embedded within the District Education
Office working closely with and through the district’s technical and political leadership. THE LSO will also work with the Regional Coordinator, Deputy Regional Coordinator, Senior Learning Support Officers and the LG Stakeholders, and with technical support from the Performance Improvement Team, the LSO will be responsible for:
• Ensuring the effective implementation of CLL in order to improve children’s learning
• Ensuring LGs, sub-counties, parishes and communities are supporting and are actively engaged with the CLL and radio programming initiatives in order to improve the foundational literacy and numeracy skills of children.
• Ensuring that effective monitoring of activities are routinely being implemented at the community, parish/sub-county and district levels.
