JOB DETAILS:
Job Summary:
The MEAL Officer will be responsible for spearheading the implementation of a robust monitoring, evaluation, accountability, and learning system to track progress, measure impact, and ensure transparency and accountability in the project. Responsible for planning, developing, and overseeing the monitoring and evaluation framework of project. Collect, analyze, and interpret data to assess project performance, measure outcomes, and recommend improvements for more effective and efficient program implementation aimed at improving the nutritional status of pregnant and lactating mothers. Work closely with target communities, relevant government and community structures, healthcare professionals, and other stakeholders in the food security and nutrition sectors to create sustainable solutions for combating malnutrition among children, pregnant & lactating mothers.

Position Responsibilities and Duties:
M&E Framework Development:
• Develop and implement a comprehensive monitoring and evaluation framework for project including data collection tools, methodologies, and data management systems to track project activities, outputs, and outcomes.

Data collection and Management:
• Oversee data collection activities, ensuring that data is collected accurately, timely, and in a systematic manner. This may involve surveys, interviews, focus group discussions, and reviewing existing records.
• Establish and maintain a secure and organized database for storing monitoring and evaluation data.
• Maintain an organized database of M&E records, reports, and documents for reference and future use.

Data analysis and reporting:
• Analyse collected data to identify trends, patterns, and areas for improvement. Use statistical tools and software to conduct quantitative and qualitative analysis.
• Prepare regular reports, dashboards, and presentations to communicate findings to stakeholders.
• Identify trends, challenges, and opportunities for program improvement.

Monitoring and Project Review Assessments:
• Conduct routine monitoring and project review assessments to measure the immediate effects and sustainability of project as well as collaborate with external teams when required.
• Plan and conduct periodic evaluations to measure the effectiveness and outcomes of programs. Use evaluation findings to make recommendations for improvements.

Capacity building:
• Train project staff and partners in M&E principles, data collection techniques, and reporting standards.
• Foster a culture of data-driven decision-making within the organization.

Compliance and Accountability:
• Ensure that project activities are aligned with donor requirements, compliance standards, and best practices in M&E.
• Establish and manage feedback and complaints mechanisms for beneficiaries and stakeholders and ensure that feedback and complaints are appropriately recorded, analysed, and responded to.
• Collaborate with partners and communities to address grievances and concerns effectively to promote transparency and accountability in project implementation.

Quality Assurance:
• Ensure data quality by implementing data validation checks and conducting regular data audits. Address data discrepancies and errors promptly.
• Learning and knowledge Management
• Promote a culture of learning within the organization by using M&E findings to make informed decisions and adapt programs as needed.
• Organize regular learning sessions and reflection meetings for staff and partners and utilize findings and lessons learned to inform project adjustments and strategic planning.

Qualifications, Experience and Skills:
• Bachelor’s degree in Statistics, or Economics, or public health or an equivalent. A post graduate degree in Monitoring and Evaluation or Project planning or a relevant field is an added advantage.
• Relevant proven experience of at least five years in monitoring, evaluation, and accountability work, preferably in a nonprofit, international development, or humanitarian organization.
• Strong analytical and quantitative skills, including proficiency in data analysis tools (e.g., Excel, power bi and SPSS statistical software).
• Excellent written and verbal communication skills to convey complex data and findings to diverse stakeholders.
• Knowledge of project management principles and experience in project coordination.
• Knowledge of relevant monitoring and evaluation frameworks and methodologies (e.g., Logical Framework Approach, Theory of Change).
• Ability to work in a dynamic and evolving environment, adapting to changing project needs and priorities.
• Ability to work in multicultural and diverse settings.
• Very good understanding of Uganda nutrition principles, food security, and public health.
• Strong analytical skills with the ability to collect, analyse, and interpret data effectively.
• Proactive mindset with the ability to work independently and collaboratively within a team.
