JOB DETAILS:
Overview
DevTech is preparing to put together a proposal response for an anticipated multi-year MEL-SI Activity funded through USAID/Uganda. This activity will support USAID/Uganda and its implementing partners to improve the impact and sustainability of USAID-supported contributions to Uganda’s development through MEL service delivery, capacity strengthening, and enhanced collaborating, learning, and adapting (CLA). Expected release date of the proposal is summer 2023, with an anticipated award date of fall 2024.

DevTech is seeking a local Monitoring, Evaluation and Learning (MEL) Specialist to support accurate and comprehensive data collection and management, and to report both qualitative and quantitative results. The MEL Specialist, under the leadership of the Chief of Party (COP), will identify and execute strategic approaches for implementing MEL best practices to guide BWI activities at all levels and advance USAID’s priorities.

Responsibilities
• Lead and manage the development and implementation of a comprehensive MEL strategy and framework based on widely accepted M&E methodologies to guide the MEL-SI
• Lead project evaluation efforts, including development of tools and resources to support data collection, data analysis and report writing.
• Oversee and support accurate and timely collection of both qualitative and quantitative data for indicators to track implementation.
• Ensure data quality control/assurance and best practices on collected and used data
• Lead preparations for research studies, including but not limited to reviewing protocols, designing and drafting training materials, and drafting data collection plans.
• Support capacity building and dissemination activities to MEL-SI Activity partners and stakeholders in the areas of monitoring and evaluation methodologies, data collection best practices and other topics as required.
• Support drafting reports, briefs, and/or dissemination materials for research studies, including but not limited to monthly/quarterly/annual performance reports and responses to other requests from USAID.
• Oversee consultants hired to provide M&E services and support.
• Perform other activities as assigned by the COP.

Qualifications
• Master’s degree in a relevant field, such as public health, international development, social science, or statistics
• Excellent written and verbal communication skills in English.
• At least 7 years of experience in Monitoring, Evaluation, and Learning, including experience in the following areas: Indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and/or reporting;
• Substantive technical expertise in the design and implementation of evaluations both (performance and impact evaluations) of development interventions; Design and field testing of surveys, questionnaires, and/or other data collection instruments;
• Strong quantitative and qualitative research skills, including, sampling, data collection, analysis, and interpretation;
• Experience with a variety of MEL methods, such as surveys, interviews, focus groups, and observation;
• Ability to write clear and concise reports;
• Strong skills in monitoring and data collection approaches in non-permissive environments where data transparency is an issue;
• Substantive experience in utilizing remote data collection and remote monitoring and data collection techniques;
• Substantive experience leveraging performance monitoring data for adaptive management and learning and the improvement of ongoing activity management;
• Knowledge on complementary monitoring approaches such as complexity aware monitoring approaches and methodologies; and
• Project management skills.
