Background:
Management Sciences for Health (MSH) is an international non-governmental organization working to strengthen health systems and services worldwide: to save lives and improve their health by closing the gap between knowledge and action in public health. In Uganda Management Sciences for Health is implementing USAID funded activities that include the Strengthening Supply Chain Systems (SSCS) Activity
With United States Agency for International Development (USAID) support. National Medical Stores (NMS) in Uganda implemented the NMS+ERP over five years (November 2018 November 2023). The project focused on systems development for digitizing the NMS internal processes. However, during this implementation time, and being a new system, unresolved tasks have been documented affecting the full implementation of the NMS+ERP.
As a result, with funding from USAID, the USAID Strengthening Supply Chain Systems (SSCS) Activity under Management Sciences for Health (MSH). onboarded Subject Matter Experts (SMEs) on-boarded and worked with National Medical Stores to develop an inception report detailing the level of effort required to translate the user stories listed in the issues backlog into system features, the level of effort required to build such system features, the testing methodology that will be used to test such new features to align with the definition of work to be done as listed in the issues backlog per task/feature and the deployment protocols. This is aimed at enhancing the ERP functionality.
Developer or a consultancy firm with the stated qualifications to work along with the NMS ICT designated officer in Uganda to execute tasks and the associated sub-tasks for the NMS Enterprise Resource Planning (ERP) enhancements in line with the agreed-upon level of effort (LOE) defined deliverables, implementation method, agile testing principle, scope and definition of work to be done as described in the inception report. Where applicable, the consultant shall work with the other consultants in consultations with the NMS ICT.

The broader objectives for this implementation include the following.
• To complete NMS+ERP tasks that were requested by user departments
• To implement new NMS+ ERP tasks that were requested by user departments but not addressed in the previous implementation.
• To resolve issues resulting from the existing NMS+ ERP modules as raised by were raised by different user departments through tickets.
• To integrate the NMS+ ERP to priority government-approved systems enabling visibility of the supply chain by the stakeholders within the limits of their respective mandates.
